In the new stage of development, promoting high-level opening up is an important driving force for the prosperity and development of shipping. **The Economic Work Conference will expand high-level opening up as an important focus of doing a solid job in economic work, and put forward that "we must insist on relying on reform and opening up to enhance the endogenous driving force of development, and promote in-depth reform and high-level opening up as a whole". The modern shipping service industry is an important part of accelerating the construction of a transportation power and a maritime power. China attaches great importance to the development of modern shipping service industry, promotes its expansion and opening up in a wider scope, wider fields and deeper levels, deeply participates in international division of labor and cooperation, encourages relevant institutions to allocate resources on a global scale, open up markets, strengthen coordination, and comprehensively enhance the international influence of China's modern shipping service industry. In 2023, the national shipbuilding will be completed by 42.32 million deadweight tons, and new orders will be 71.2 million deadweight tons. At the same time, it should also be noted that China's voice and influence in the formulation of international maritime rules need to be improved, the modernization level of the maritime governance system and governance capacity still needs to be improved, and the modern shipping service system in line with international standards needs to be improved. With profound and complex changes in the domestic and international environment, the competition in global standards and rule-making will become increasingly fierce. In the face of challenges, steadily expanding institutional opening-up in terms of rules, regulations, management, and standards, and promoting the high-quality development of the shipping industry through institutional opening-up is not only a key measure to build a new development pattern, but also an inevitable choice for in-depth participation in global governance.

As a key link in the world, the shipping industry plays an irreplaceable role in promoting the development of world economy and trade and stabilizing the world's first chain. At the same time, the global shipping industry is facing a green transition, and the decarbonization process will inevitably have a significant impact on the relevant rules of international shipping. It is necessary to deeply understand the long-term impact of carbon emission reduction trends on the development of the shipping industry, so as to achieve the "dual carbon" goal as the driving force, combine the existing industrial advantages, and enhance international competitiveness through resource integration, in-depth sharing, and innovative cooperation. Consideration can be given to taking the lead in creating a carbon emission trading market in the shipping sector, and exploring ways to shape China's brand influence through value-added international shipping services and data trading.
The second is to promote regulatory coordination and fully integrate with international practices. Actively carry out legislative research in the field of shipping, and formulate corresponding laws and regulations for the service needs of the international ship management industry, such as taxation, foreign exchange receipts and payments, and customs clearance. In this regard, it is necessary to strengthen the top-level design, actively cultivate and establish an industrial alliance that is conducive to the development of intelligent ships, encourage large enterprises in the shipping field to build open centers, and promote the aggregation and development of the entire industrial chain.
