Through the governance concept of "all disasters" to "the whole society", building a good social atmosphere of "one for everyone and everyone for one" is a good prescription for alleviating the work pressure of grassroots cadres and improving the efficiency of grassroots emergency management.
In the face of emergencies, clarifying the boundaries of the rights and responsibilities of different emergency entities will help alleviate the burden on the grassroots. However, the internal relationship between the grassroots governance and the specific functional departments at the higher level is not straightened out, the degree of integration of information systems is not ideal, and the information barrier and poor communication between the departments and the relationship at the organ level will also affect the disposal effect of the grassroots emergency governance.
An important foundation of the large-scale emergency management system is the construction of informatization. In recent years, relevant functional departments have attached great importance to the collection, analysis and utilization of data and information. However, these data and information are generally mastered by functional departments, and there is a lack of information communication between various departments, and information resources cannot be shared.
Under the new situation, it is necessary to promote the opening of grassroots data, break down information barriers, and share data such as pipelines, transportation, and emergency material reserves to ensure effective early warning of risk events and timely handling of emerging events.
On this basis, it is also necessary to jump out of the trap of formalism and passive response, and improve the autonomy and practicability of grassroots emergency management.
On the one hand, considering that grassroots emergency management often requires the mobilization of more human, material and financial resources, and the cooperation with relevant departments, enterprises, volunteers and residents to participate in risk management, so in the handling of emergency matters and the use of funds, grassroots cadres can be given corresponding free disposal space, and truly achieve the same rights and responsibilities.
On the other hand, it is necessary to fully integrate the standing forces to deal with daily disasters and the professional forces to deal with catastrophe risks.
Among them, non-governmental organizations spontaneously formed by community residents, including volunteer service teams, mutual aid corridor groups, door building self-management groups, etc., should ensure that they can carry out community emergency rescue as soon as an emergency or emergency situation occurs.
The forces of relevant companies, enterprises and communities can also rely on the big data information system open to the public to carry out emergency rescue work independently, truly achieve both special and regular, peacetime and wartime integration, and effectively improve the efficiency of grassroots emergency governance.
