In recent years, with the continuous improvement of people's personalized consumption experience, the traditional road transportation-based express delivery has been unable to meet the needs of market segmentation, and high-speed rail transportation has become an additional economical and sustainable development option for the logistics industry with its good safety, reliability and unaffected by extreme weather. As the main body of high-speed rail logistics implementation, how to scientifically carry out the spatial function layout, fit the logistics service characteristics of high-speed rail transportation and how to develop urban high-speed rail logistics in the future is a difficult problem for many places or enterprises that plan to develop high-speed rail logistics business. This paper will analyze the overall layout of high-speed rail logistics bases under construction or planning in China, and provide ideas for the basic layout and construction and development of other high-speed rail logistics bases in the future. 1. Guangyuan-Sichuan-Shaanxi-Gansu high-speed rail express logistics baseGuangyuan-Sichuan-Shaanxi-Gansu High-speed Railway Express Logistics Base is the first high-speed rail express logistics base in the first planning, construction and operation in prefecture-level cities across the country. The project is located in Guangyuan City, Sichuan Province, covering an area of 504 acres with an estimated investment of 112.7 billion yuan, started in April 2020, and is currently under construction.
The Guangyuan-Sichuan-Shaanxi-Gansu High-speed Rail Express Logistics Base (Phase I) project plans to build a high-speed rail express core area and a high-speed rail logistics spillover area, of which the high-speed rail logistics spillover area is divided into Zone 1 and Zone 2.
High-speed rail express core area:Covering an area of about 170 acres, relying on the construction of EMUs, it mainly realizes cargo loading and unloading, train receiving and dispatching, vehicle storage and container distribution. High-speed rail logistics spillover area:Provide logistics and industrial facilities for the core area of high-speed rail express, of which Zone 1 mainly provides logistics facilities, planning and construction of distribution and distribution areas, highway ports, e-commerce warehousing areas, etc. Zone 2 provides industrial facilities, planning and construction of green agricultural products area, circulation and processing area, first-class exhibition area, comprehensive office and living area, etc. 2. Bengbu high-speed rail logistics baseIn October 2022, Bengbu City officially issued the document "Bengbu High-speed Rail Express Logistics Base Planning" to accelerate the construction of Bengbu high-speed rail logistics base. The project has a planned construction area of 373 acres and a total investment of about 1.4 billion yuan, mainly including two major areas: the core area of high-speed rail express and the high-speed rail logistics spillover area, of which the core area undertakes the production operation of high-speed rail express and the overflow area undertakes the comprehensive logistics service function of settled enterprises.
The core area of the high-speed rail express logistics base:Covering an area of 336 acres, it includes railway loading and unloading lines, storage lines, loading and unloading platforms and other facilities to meet the needs of high-speed rail express express security inspection, distribution, loading and unloading, road-rail intermodal transportation and other operations, and provide express transportation, public services and supporting service functions.
High-speed rail express logistics base spillover area:Covering an area of 458 acres, including distribution and distribution e-commerce warehousing, cold chain highway port, first-class display, office life and other formats, it mainly undertakes manufacturing logistics such as electronic information industry, high-end manufacturing industry, pharmaceutical industry, food processing industry, as well as trade logistics such as vehicle and cargo matching, express e-commerce, etc. 3. Weifang high-speed rail express logistics baseWeifang high-speed rail express logistics base aims to build a high-speed rail logistics center in Hebei-Shandong and the Bohai Rim region. The project is planned to cover an area of 4,000 acres, including 1,000 acres for the first phase of the project and 3,000 acres for the long term, mainly including the core area of high-speed rail express and the high-speed rail logistics overflow area.
High-speed rail express core area:Covering an area of 345 acres, it mainly includes high-speed rail express loading and unloading operation area (including loading and unloading lines, storage lines, platform loading and unloading operation areas, container temporary storage areas and other functional areas), sorting operation areas (including security inspection, scanning, sorting, dismantling and packing, container transfer and buffering, etc.) and highway express loading and unloading areas (express enterprise distribution centers, loading and unloading vehicle operation platforms, parking lots, etc.).
High-speed rail logistics spillover area:Covering an area of 600 acres, it is planned to build a business service supporting area, a cloud logistics business office base, a highway port, a cold chain logistics collaborative distribution center, a circulation processing area, a multimodal transport area, a bonded area, a product exhibition area and a business office area. The functional layout of the high-speed rail logistics base is divided into a high-speed rail organization operation area and a supporting logistics service area. The high-speed rail organization operation area mainly includes high-speed rail storage lines, cargo loading and unloading lines, and cargo sorting operation functional platforms (including high-speed rail container consolidation and unpacking operation area, bulk cargo sorting operation area, container temporary storage functional area, etc.). Provide services such as train receiving and dispatching, vehicle storage, high-speed rail cargo loading and unloading, etc.; The supporting logistics service area is based on the stability, efficiency and safety of high-speed rail logistics and transportation. The extended logistics value-added service functions include express distribution and warehousing, urban distribution, cold chain, trade exhibition, business office and so on. CIIC thinks:With the continuous improvement of China's high-speed railway network, high-speed rail freight has shown a rapid growth trend in the domestic market. In the future, high-speed rail freight will undertake more medium and long-distance cargo transportation tasks in China and become an important part of railway freight. However, at this stage, the development of high-speed rail freight still faces a series of challenges, such as insufficient infrastructure construction, imperfect operation and management system, and competition with other modes of transportation. In view of these problems, the following development suggestions are put forward: increase investment in infrastructure construction, improve the layout of high-speed rail freight network, and improve transportation capacity.
Strengthen cooperation with other modes of transportation, achieve complementary advantages, and jointly promote the development of the logistics industry.
