Retired veteran party members and cadres interpret the party's mass line with their personal experience.
They went down to the grassroots like this back then!
Learning and promoting the "four grassroots units" is an important starting point for the second batch of learning and implementing the theme education of socialism with Chinese characteristics in the new era. A few days ago, the reporter interviewed a number of retired veteran party members and cadres in the province, and provided a mirror for the current development of the "four grassroots units" to take the party's mass line with their personal stories.
You can't write a good article in the office".
Suzhou agricultural old man" - this is the WeChat name of Jiang Jinlong, a retired veteran comrade of Suzhou Agriculture and Rural Bureau. "If there is anything that these years of agricultural work have left me, the first thing is one sentence - you can't write a good article in the office! He has been rooted in the field for nearly 40 years.
In 1977, Jiang Jinlong went to the front line of aiding Tibet. At that time, a series of policies to promote the development of agriculture and animal husbandry were introduced, and good policies were sent to the fields as soon as possible, and the policies were used to help Tibetans "enrich their heads and bulge their pockets", which became the primary task of agricultural cadres. This may seem like a simple job, but it is difficult to do. For example, in order to promote the use of pesticides, Jiang Jinlong repeatedly explained, distributed free of charge and sent medicines to households, doing his best, local farmers still have a skeptical attitude, after the occurrence of large insect pests, their way to deal with them is to catch insects one by one and release them at a distance.
There are many difficulties, but the solution is also in the land. Through many observations, Jiang Jinlong and his colleagues changed the pesticide spreading method without affecting the use effect, starting from the water storage link in the field, and directly mixing the powder into the reservoir. Over the course of a year, there were no pests and diseases, and the yield of barley and other crops increased significantly.
Practice brings true knowledge, don't try it in the soil, don't bask in the sun a few times, and never know what will really come in handy. In the first 14 years, Jiang Jinlong spent an average of a quarter of his time in the ground every year, and according to practical experience, he compiled 8 suitable agricultural technologies into a book. "Some technologies were not phased out until the first two years, and the longest ones were used for 20 years. Jiang Jinlong said proudly.
Only by going down and going deep can we be a good "translator" of the party's line, principles, and policies for the masses, and this criterion has benefited Jiang Jinlong in his later work. After returning to Suzhou, Jiang Jinlong noticed that Suzhou rice was popular with local residents for its "soft and glutinous sweetness", but the cultivation technology of "Nanjing 46" seeds sold by various seed companies was different, and the technical support for growers in the later stage was also very different, and the final harvest of rice tasted good and bad. How can we help grain farmers choose the right rice varieties? Jiang Jinlong and his colleagues innovatively organized rice tasting activities, more than a dozen seed companies "competed for fragrance" in the hall, and consumers were judges, so it was clear which rice was the sweetest and most popular at a glance, and grain farmers had more reference basis when selecting seeds.
Looking back on the experience of finding a way out of the "soil," 70-year-old Jiang Jinlong has a deep understanding: "The party's line, principles, and policies at the grassroots level are by no means as simple as issuing a document or holding a meeting. ”
Investigation and research is the "golden key" to solving problems
** Emphasizing that it is necessary to take the 'four grassroots units' as an important starting point for carrying out the second batch of theme education, and our veteran comrades have actively studied and felt a lot. Cao Nengxin, 78, talked about his past when he worked in Nantong to open the way through research.
In the first few years of his work, Cao Nengxin worked in the cadre group of the Organization Department of the Haimen County Party Committee at that time. Due to the needs of inspecting cadres and other work, he spent most of the year running between the production brigades and social teams and enterprises in various villages in Haimen, and the county-owned factories and enterprises. ”
In May 1993, Cao Nengxin served as the then county magistrate of Haimen County. At that time, some cities in China had entered a stage of rapid development, and how to choose a correct path to make Haimen's development really speed up was a test for the leadership team at that time. "Determining the path of development must not be decided on the basis of a pat on the head, but must be based on full investigation and research. Cao Nengxin started a solid investigation and led the team to advanced areas many times to learn from experience. In order to learn the experience of developing township enterprises, he and the delegation traveled to Suzhou, Wuxi, Zhangjiagang, Changshu, Jiangyin and other places; In order to gain experience in developing an export-oriented economy, he led a team to Foshan, Shunde, Dongguan, Shenzhen, Zhuhai and other places in Guangdong. "Walk thousands of miles and learn from development. After repeated on-the-spot comparative analysis, Cao Nengxin fully realized the main gap between Haimen and other regions, which laid the foundation for Haimen's later development path of "grasping industrial development, grasping township enterprises, grasping project implementation, and grasping investment promotion".
Nearly 10 years after 1997, Cao Nengxin was transferred to the deputy secretary of the Nantong Municipal Party Committee. In the face of a myriad of new jobs, how to find the key points and seek breakthroughs? Drawing on past experience, Cao Nengxin still makes good use of the "golden key" of investigation and research. Since 2001, Nantong has begun to explore the reform of rural taxes and fees, which has a bearing on the overall situation, involving the standardization of the distribution relationship between the state, collectives and farmers, which can greatly reduce the burden on farmers, but the difficulty of reform is not small. "What do the farmers think? What's the best way to do it? In order to clarify these problems, Cao Nengxin, who was then the head of the leading group for the reform of rural taxes and fees in Nantong City, spent more than half a year and traveled to eight counties (cities and districts) in the city with relevant departments. "Through many in-depth investigations, we have basically identified the difficulties in promoting this reform, that is, the basic security of the village after the reform, especially the remuneration of village cadres. As a result, the working group put forward a work plan and recommended the implementation of supporting reform measures such as transfer payments. Then, one or two townships and towns in each county (city, district) were selected as pilot projects, and the relationship between reducing peasants' burdens and ensuring the normal operation of the grassroots units was repeatedly deliberated. In the end, all counties (cities and districts) in Nantong came up with plans that not only reflected the requirements of the higher authorities but also conformed to local conditions, and the reform was carried out smoothly.
Looking back on my decades of work, one of my biggest realizations is that 'without investigation, there is no voice, let alone decision-making'. Leading cadres in the new era are faced with the heavy task of developing and modernizing with each passing day, and they must persist in conducting more investigations and studies at the grassroots level, discover and face up to the shortcomings in their work, and can not only benefit the people, but also close the relationship between cadres and the masses. Cao Nengxin said.
Be a brick on the "Heart-to-Heart Bridge" for life.
On average, he received more than 2,000 petitioners every year, handled more than 2,000 letters from the people, and after his retirement, he was specially appointed by the State Bureau of Letters and Calls as a researcher on letters and visits, and Zhang Yunquan, a former inspector of the Provincial Bureau of Letters and Visits, has been engaged in letters and visits for nearly 30 years, and has become a "civil servant with whom the people are satisfied" in this notoriously difficult post.
In 1983, Zhang Yunquan retired from the Navy and transferred to the Taizhou Municipal Bureau of Letters and Visits. For him, petition work is a completely unfamiliar field. "How to do the petition work? You must go to the scene where the problem occurs, and you sit in the office and listen to the situation, and the effect is completely different from going to the scene to see, listen, and ask. From unfamiliarity to familiarity, Zhang Yunquan's greatest experience is: "Going to the frontline of the grassroots and among the masses of the people is the foundation for doing a good job in the work of letters and visits." Only by going to the grassroots level can we grasp the 'source' of the petition problem and find the 'thread' to untie the dead knot of the problem. ”
Zhang Yunquan once took over a petition problem of demolishing and relocating "nail households". The materials he read in the office said that the household had a high asking price with ** "top cow"; When he went to the homes of the demolished households, what he heard was that a local leader had made a plan for rural construction, which led to the residents being demolished three times in six years, and each time they moved to a new home, they were notified of the demolition soon after. Zhang Yunquan immediately made a special report, and the relevant leaders and departments attached great importance to it, and strictly demanded that all townships and towns formulate scientific and rational development plans to prevent the occurrence of such problems.
Zhang Yunquan has been deeply touched by the long-term work of letters and visits at the grassroots level: Face-to-face communication between cadres and the masses can shorten the distance and enhance their feelings, so that they can compare their hearts with each other and understand each other. In a certain area, the construction of aqua toilets to water toilets was resisted, and a toilet was rebuilt three times, and then demolished three times, and it could not be built for three months, causing inconvenience to many nearby residents. After Zhang Yunquan received the visit, he immediately rushed to the scene. It turned out that several households around the toilet did not want the toilet to be closer to their homes, resulting in frequent obstruction of construction. Zhang Yunquan repeatedly negotiated with these households and reached an agreement: the distance between the toilet and the households should be equal. The construction workers disliked the feces all over the ground, Zhang Yunquan took off his shoes and socks, rolled up his trouser legs, and measured the distance with a ruler. The crowd at the scene was moved, and the matter was smoothly resolved. Therefore, sitting in the office can't solve the actual problems on the spot, and you can't rely on the best command experience to deal with the real ability to deal with problems. Zhang Yunquan sighed.
After Zhang Yunquan retired in 2009, many people still used to call ** or write letters to him when they encountered difficulties. Someone advised him that he could leave it alone when he retired, but he replied: "Cadres have a time to retire, but their relationship with the common people can never be withdrawn." Until now, Zhang Yunquan has kept in touch with the petitioners he met when he first arrived at the petition post, paying attention to whether they are doing well and whether they have encountered new problems.
Our party members and cadres must work hard to build a 'heart-to-heart bridge' between the party and the people throughout their lives, and everyone must be a 'brick' on the heart-to-heart bridge. 75-year-old Zhang Yunquan said.
Where the blocking point is difficult, the work site is there.
With their shoes in their hands and mud on their feet, before breakfast, all the cadres walked through their respective areas of jurisdiction and knew all kinds of problems in their hearts. Recalling his work experience, 74-year-old Guo Xingnan, former vice chairman of the CPPCC in Xishan District, Wuxi City, still remembers it vividly.
In the first decade of the last century, the development of township enterprises was in full swing. For Xishan District, it is urgent to solve the "four shortages" of lack of funds, lack of technology, lack of materials and lack of market for enterprise development. Sun Jiannan, the former deputy head of Xishan District, recalled that the main leaders led the team from top to bottom at that time, but on weekends, they went out early and returned late, and convened the heads of each line to work on the spot, analyze problems one by one, solve difficulties one by one, and plan ideas for each village (community, enterprise).
We don't just make decisions, we do it ourselves. Guo Xingnan, then the general manager of Dongting Town Industrial Company in Xishan District, clearly remembered that when he first arrived at the production workshop in 1986, Cai Longqing, the former director of Dongting Fluorescent Lamp Factory, came to reflect the technical problems encountered in the development of new products. "We look for experts. Guo Xingnan agreed, took Cai Longqing to run colleges and universities again and again, the threshold was broken, and finally said that Cai Zuquan, an expert in the field of electrodynamic light source research, and Hua Zhongyi, an expert in the field of vacuum science, served as a "Sunday scientist", successfully helped enterprises overcome difficulties, developed new products such as warm white fluorescent lamps, and won the second prize of national scientific and technological progress.
In Guo Xingnan's view, only by going down with the topics and problems, working on the spot in front of the gong, on the other side, and on the spot, can the cadres really feel the heart, the body, and the service, and can they find ideas and methods to promote development. "This is especially true in the field of investment promotion, even if the communication technology is advanced now, and the communication between people is fast, but walking into the enterprise in person and communicating face-to-face with employees is still very different. In 1997, Guo Xingnan went to Xishan Economic Development Zone to preside over the work, and at that time, the development zone aimed at Taiwan-funded enterprises in the direction of attracting investment, and put forward the slogan of "Kunshan in the east and Xishan in the west". "We send investment promotion teams to the Guangdong area where Taiwan capital is intensive, stationed to attract investment, knock on the door, carpet investment, often the morning before the Taiwan enterprises just held a meeting to discuss the plan to go north, the next morning I have already brought the development zone taxation, customs and other departments to the investment personnel appeared at the door of the enterprise. ”
For many years, the total tax payment ranks first in Xishan, Jianding (Wuxi) Electronics is the first factory invested by Taiwan Jianding Technology in the mainland. "The environmental protection requirements of this industry are very high, and the contents of COD emissions, VOCs emissions, heavy metal ion emissions, etc., are completely unfamiliar to me. To this end, Guo Xingnan worked hard in advance, answered a large number of questions raised by the enterprise, and successfully promoted the settlement of the enterprise. "We used this project as a benchmark construction, and I and the two main leaders at that time went to the construction site twice a day to see the progress and quality. "Driven by Jianding Electronics, Xishan Economic Development Zone will soon become a highland of PCB industry.
No matter when, where the blockage and difficulty of development are, the site of the work of party members and cadres should be where. Guo Xingnan concluded.
