Liu Renqing, born in Laiyang City, Shandong Province in June 1942, graduated from the Academy of Fine Arts of Capital Normal University. He used to be the art editor of the People's Liberation Army Newspaper, a member of the Chinese Culture and Art Promotion Association, a member of the Beijing Art Association, an executive director of the Beijing Oil Painting Society, the vice president of the Oil Painting Creation Institute of the Chinese Academy of Painting and Calligraphy, and a researcher of the Beijing Municipal Bureau of Justice. The oil painting "Morning Market" participated in the National Art Exhibition, the oil painting "Good News" won the gold medal of oil painting at the first Italian International Chinese Painting and Calligraphy Festival Florence Summit Forum, and the portraits of 56 ethnic oil paintings in China won the Lifetime Achievement Award and Special Gold Award of the Beijing Chinese Painting and Calligraphy Collectors Association, and in 2021, the work was officially included in the "China Stamp Book" with the theme of "Centennial History, China's Road to Celebrate the Centennial of the Founding of the Party" Honorary titles.
