Li Yongxin, deputy director of the Department of Pension Services of the Ministry of Civil Affairs, introduced that the "Opinions" is China's first comprehensive policy document on the construction of the pension service talent team, and for the first time proposed to take the elderly care staff as a pilot to improve the vocational skill level system of the elderly service skilled personnel, and further clarified the key issues such as the skill level, evaluation subject, evaluation management, and the use of evaluation results for the elderly care service skilled personnel.
The "Opinions" proposes that on the basis of the five vocational skill levels set up in the "National Vocational Skills Standards for Elderly Care Workers (2019 Edition)", support qualified pension service enterprises to add special technicians and chief technicians above the senior technician level in combination with the actual situation, and set up apprentices under the junior workers, forming a new eight-level vocational skill level (post) sequence composed of apprentices, junior workers, intermediate workers, senior workers, technicians, senior technicians, special technicians, and chief technicians. It has further broadened the growth channel of elderly care workers. The Ministry of Human Resources and Social Security shall formulate coding rules and certificate styles for vocational skill level certificates, and inquire and verify them nationwide.
