SOE procurement has the dual attributes of public procurement and enterprise procurement. At present, many state-owned enterprises continue to optimize the first-chain procurement, through the open market competition, centralized procurement and electronic platform procurement and other intensive procurement paths, and strive to seek accurate and efficient allocation of demand and quality, promote the optimization of the first-chain and the refinement of procurement management, and achieve sunny, standardized and efficient procurement.
1. The platform makes in-depth use of the Model Text
In March 2019 and May 2020, the China Federation of Logistics and Purchasing successively issued two group standards, the Code for Procurement Operations of State-owned Enterprises (T CFLP 0016-2019) and the Code for the Management of Procurement of State-owned Enterprises (T CFLP 0027-2020). In order to cooperate with and promote the implementation of these two group standards, in May 2021, the China Federation of Logistics and Purchasing issued the Model Text of Procurement Documents for State-owned Enterprises (Commercial Part).
SourcesinformationDigital intelligenceBidding for procurementplatformCombined with the actual characteristics of the procurement projects of state-owned enterprises, with reference to the "State-owned Enterprise Procurement Operation Specifications" and "State-owned Enterprise Procurement Management Specifications", the "Demonstration Text of State-owned Enterprise Procurement Documents" (hereinafter referred to as the "Model Text") is deeply used to further standardize the procurement activities of state-owned enterprises, improve the rules for the preparation of procurement documents, and improve the standardization, standardization and informatization level of state-owned enterprise procurement.
2. Structured adaptation to the Model Text
1. Scope of application.
The platform adapts to the Model Text, which is applicable to procurement projects that are not required to be tendered by state-owned enterprises in accordance with the law, including projects that are not required to be tendered in accordance with the law, goods and services related to the construction of the project, and other goods and services procured by state-owned enterprises that are not related to the project.
2 Composition of procurement documents.
The Model Text is divided into seven chapters, of which, Chapter 1 is the Procurement Announcement or Procurement Invitation; Chapter 2 is Procurement Requirements; The third chapter is the first business notice; Chapter IV deals with procurement methods; Chapter 5 is the evaluation method; Chapter VI is the draft contract; Chapter 7 is the Response File Composition and Format Annex.
3. Reasonable selection of procurement methods, evaluation methods, draft contracts and other modules.
When preparing procurement documents, the purchaser can reasonably select the corresponding modules according to laws and regulations, company systems and project characteristics. For example:
Procurement methods: It is divided into bidding procurement (voluntary bidding), inquiry and comparison procurement (inquiry, bidding, inquiry), negotiation procurement (cooperation negotiation, competitive negotiation, competitive negotiation), and direct procurement (single-source procurement, multi-source procurement) and other procurement methods.
Evaluation methods: including the lowest price method after review, comprehensive scoring method, direct evaluation method and other methods used by industry and enterprises (lowest ** method, voting method, ranking method, two-step method, comprehensive queuing method).
Draft Contract: For goods, construction and service project contracts, each type of contract is divided into general standard contract and simple contract.
4 "Structured" portfolio preparation.
The platform solidifies the "Model Text" in modules, and can be combined and compiled according to the chapter modules. Each chapter corresponds to a component of the procurement document, and with the exception of Chapter I, each chapter is divided into a number of optional modules for the manager to choose and use according to the characteristics of the project. Once all seven chapters have been selected, they can be combined into a complete procurement document.
The handler only needs to select the module and fill in the corresponding content, eliminating the cumbersome steps of manually writing the entire procurement document and effectively reducing the occurrence of errors.
3. The value of the Model Text applied by the platform
The use of the modular combination of the "Model Text" by the Xinyuan Digital Intelligence Bidding and Procurement Platform meets the document needs of different types of procurement projects, improves the standardization and normalization of procurement documents, promotes the digital transformation of state-owned enterprise procurement, and promotes the deep integration of enterprise chain and new technologies. In the future, Xinyuan will continue to explore the innovation path of digital and intelligent procurement platform, reduce procurement costs in multiple dimensions, improve procurement quality and efficiency, enhance the resilience of the first chain, and "contribute to the digital transformation of enterprises".
