Recently, the revised document on the collection and management of urban infrastructure supporting fees in Guangzhou (hereinafter referred to as the "Notice") was released. The "Notice" makes it clear that construction projects such as affordable rental housing and community elderly care can apply for exemption from urban infrastructure supporting fees to support the construction of projects with people's livelihood needs expected by the masses.
According to the relevant requirements of the state, the urban infrastructure supporting fee is levied by the local government for the construction of urban infrastructure. With the consent of the city, the Guangzhou Municipal Bureau of Housing and Urban-Rural Development recently issued the "Notice on Further Strengthening the Collection and Management of Urban Infrastructure Supporting Fees (Revision)". In accordance with the relevant national and provincial regulations, combined with the actual situation of Guangzhou, the Notice further clarifies the collection and management of supporting fees from many aspects such as the scope of collection, collection standards and methods, collection procedures, reduction and exemption management, supervision and management.
The scope and standard of collection remain stable, and the object of collection is new construction, reconstruction and expansion of housing construction projects, and the collection standard and calculation method remain unchanged. In order to increase support for the development of the real economy, the "Notice" applies a lower billing base to the billing of industrial buildings and industrial land plants related to new industrial land (M0), so as to reduce the burden of industrial funds and play a positive role in stabilizing the advantages of industrial development.
The Notice supports the construction of public welfare projects related to the well-being of the people. In line with the relevant policy guidance of the higher authorities, on the basis of affordable housing projects and school building safety projects, construction projects such as affordable rental housing and community elderly care and childcare will be included in the scope of reduction and exemption, and support the construction of projects that the masses are looking forward to for people's livelihood needs. Newly built affordable rental housing recognized by the housing security department, as well as newly built supporting public service facilities in residential areas such as Xingguang Homes for the Elderly, Welfare Homes for the Elderly, Nursery Schools, and Community Day Care Centers that conform to the planning of Guangzhou, and which are determined by the competent authorities to be used to provide community pension, childcare, and housekeeping services, may apply for exemption in accordance with the procedures.
In order to create an environment conducive to business and enterprises, the main collection procedures of the "Notice" are well connected with the reform policy of the approval system for construction projects. The construction unit can handle the foundation pit support and earthwork excavation and basement construction in stages, and wait until 0000 above the stage of construction permits to pay the fee, enjoy the policy convenience, effectively reduce the cost of project funds. In the case of supplementary payment of supporting fees due to the increase in area during planning and acceptance, the construction unit can promise to pay on time in the form of a letter of commitment to alleviate the financial pressure and promote the enterprise to speed up the construction of the project and put it into use as soon as possible.
The notice makes it clear that the relevant departments of the city and district actively cooperate to ensure that the preferential policies are in place, and at the same time strengthen supervision and form a joint force.
