Leadership and implementation of national defense education: Local people at all levels lead national defense education work within their respective administrative areas. The military organs stationed in the localities shall assist and support the local people in carrying out national defense education. Local institutions at or above the county level responsible for national defense education organize, guide, coordinate, and inspect national defense education work within their respective administrative areas.
The content and form of national defense education: National defense education implements the principle of participation by the whole people, long-term persistence, and practical results, implements the principles of combining regular education with centralized education, general education with key education, and theoretical education with behavioral education, and determines the corresponding educational content for different targets.
Guarantee and reward for national defense education: The state supports and encourages social organizations and individuals to carry out activities beneficial to national defense education. The state and society shall commend and reward organizations and individuals who have made outstanding contributions to the work of national defense education in various forms.
The National Defense Education Law of the People's Republic of China was adopted at the 21st Session of the Standing Committee of the Ninth National People's Congress on April 28, 2001, and promulgated by Order (No. 52) of the President of the People's Republic of China on the same day, and came into force on the date of promulgation.

Citizens of the People's Republic of China have the right and obligation to receive national defense education.
The national defense education work organization plans, organizes, guides, and coordinates national defense education work throughout the country. Education, civil affairs, cultural propaganda and other departments are responsible for national defense education within the scope of their respective duties. The departments in charge of conscription, national defense research and production, national economic mobilization, civil air defense, national defense communications, and protection of military installations shall be responsible for national defense education in accordance with the provisions of this Law and relevant laws and regulations.
The Chinese People's Liberation Army and the Chinese People's Armed Police Force carry out national defense education in accordance with the relevant regulations of the Military Commission.
The State supports and encourages social organizations and individuals to carry out activities beneficial to national defense education.
