Ten departments issued the "Opinions on Promoting the High-quality Development of Children's Medical and Health Services".

Ten departments, including the National Health Commission, today issued the "Opinions on Promoting the High-quality Development of Children's Medical and Health Services", proposing that by 2025, the national, regional, provincial, municipal, and county-level children's medical and health service systems with clear functions, reasonable layout, appropriate scale, and high efficiency should be improved. The allocation of pediatric medical resources and the balance of services have been gradually improved, and the number of pediatric practicing (assistant) physicians per 1,000 children has reached 087 people, the number of beds reached 250 sheets, and the capacity of children's medical and health services has been continuously improved. By 2035, a balanced, coordinated and efficient children's medical and health service system between urban and rural areas will be basically formed to better meet the needs of children's medical and health services.

Build a high-quality children's medical and health service system

1) Establish a high-level network of children's medical services. Improve the high-level children's medical service network led by the National Children's Medical Center and the National Children's Regional Medical Center, with provincial, municipal and county-level children's hospitals, general hospital pediatrics, traditional Chinese medicine hospital pediatrics, and maternal and child health institutions as the main body. Give full play to the leading role of the National Children's Medical Center in the development of pediatric medical technology, the cultivation of high-level medical talents, and the transformation of clinical research. Give full play to the leading role of the National Children's Regional Medical Center in the diagnosis and development of pediatric difficult and critical diseases, the cultivation of backbone forces, and the clinical research of major diseases in the region, so as to meet the needs of pediatric patients in the region for medical treatment and reduce cross-regional and cross-provincial medical treatment. Provincial children's regional medical centers have increased support for areas with weak children's medical services in the province, narrowing the gap in pediatric medical service capacity between prefectures and cities and between medical institutions.

Each province (autonomous region, municipality directly under the Central Government) should build one high-level provincial children's hospital or general hospital pediatric ward, and support large cities with a permanent urban population of more than 1 million to build one children's hospital or general hospital pediatric ward as needed. In principle, a strong general hospital should set up a pediatric hospital, and a municipal ** general hospital should set up a pediatric ward. Comprehensively consider the number of children in the county, and strengthen the construction of pediatric outpatient clinics and wards in county-level hospitals. Support provincial and municipal maternal and child health institutions to set up pediatric wards, and maternal and child health institutions at or above the county level can provide pediatric outpatient services. Support the establishment of pediatrics in primary medical and health institutions that have the capacity. Pediatric outpatient clinics should be generally opened in secondary public Chinese medicine hospitals, and pediatric wards should be opened in ** public Chinese medicine hospitals. Give full play to the role of traditional Chinese medicine in the diagnosis and treatment of pediatric diseases, and continue to promote the construction of traditional Chinese medicine pediatrics.

2) Rely on medical alliances to optimize the allocation of children's medical resources. Pediatric wards are set up in the leading hospitals of the close-knit medical alliances (including urban medical groups and county-level medical communities) in the grid, or pediatric wards are set up in children's hospitals and maternal and child health care institutions within the close-knit medical alliances to meet the medical needs of children in the grid. Children's hospitals and maternal and child health care institutions in the region can provide services across grids according to the allocation of medical resources in the medical alliance. Strengthen the construction of pediatric specialty alliances, and give full play to the leading role of technical radiation in leading hospitals. Actively develop a telemedicine collaboration network, carry out pediatric telemedicine, distance teaching, and Internet diagnosis and treatment, and improve the accessibility of high-quality pediatric medical resources.

3) Strengthen the establishment of a network for children's health care services. Strengthen the construction of children's health care departments in provincial, municipal, and county-level maternal and child health care institutions. Improve the grassroots children's health care service network with district and county maternal and child health care institutions as the leader, township health centers and community health service centers as the hub, and village clinics as the foundation, and improve the accessibility of services. Promote the strengthening of the linkage between primary medical and health institutions, maternal and child health care institutions, children's hospitals, general hospital pediatrics, and pediatrics in traditional Chinese medicine hospitals, and promote the effective connection between the prevention, screening, and diagnosis of childhood diseases.

To provide quality children's health services

1) Increase the capacity for the diagnosis and treatment of children's major illnesses and acute and critical cases. Focus on children's major diseases, and promote the improvement of pediatric diagnosis and treatment capabilities of major diseases through the development of specialties. Promote a multidisciplinary diagnosis and treatment model, and explore the development of adult continuation for major childhood diseases in the National Children's Medical Center or qualified children's specialized hospitals**. Rely on provincial, municipal, and county-level hospitals, as well as maternal and child health care institutions, to advance the establishment of centers for the treatment of critically ill children and newborns, improve 24-hour green channels and integrated services for children's treatment in children's hospitals, general hospitals, traditional Chinese medicine hospitals, and maternal and child health care institutions, and ensure the effective connection of pre-hospital medical emergencies, inter-hospital referral and transfer, and in-hospital treatment. Improve response plans for peak periods of children's medical treatment, and effectively coordinate medical resources in pediatrics and related departments according to the needs of children's medical services during school holidays and periods with high incidence of seasonal diseases, and reasonably allocate medical personnel to meet the medical needs of children during peak periods.

2) Support the development and transformation of cutting-edge technologies in the field of pediatrics. Guided by clinical needs, it focuses on solving problems in the fields of birth defects, rare childhood diseases and prevention and treatment of major diseases. Explore the combination of medical engineering, medical technology, medical information, medical care, and medicine. Promote the "integration of production, education, research and application" in children's drugs and medical devices.

3) Give full play to the characteristic advantages of traditional Chinese medicine in ensuring children's health. The pediatric department of the hospital of traditional Chinese medicine should actively optimize the diagnosis and treatment plan of traditional Chinese medicine, set up a pediatric external treatment room in the outpatient department, and set up a comprehensive area of traditional Chinese medicine for children and adolescents where possible, and actively use appropriate techniques of traditional Chinese medicine to intervene for myopia, obesity, scoliosis, etc.
