In that case, the United States would evolve from a local military conflict into a full-scale war between the two countries, which they obviously did not want to see, so they ordered Chiang Kai-shek to remain still.
Chiang Kai-shek was flattering on the surface, but behind the scenes, he had been doing tricks, and he led his subordinates to set up the Liberation Society, and the members of the research work of recovering the mainland.
In this case, the members knew that all their actions were tantamount to hitting a stone with an egg, but in order to save their lives, they still participated in the plan, and finally worked out three models.

After some morale boosting, a new slogan was proposed, and the policy of "long-term general warfare" was finally formulated.
But in essence, the new policy is just a change of dress, and there is no essential difference from the past strategic deployment, and it is also destined that there will be no substantial progress this time.
In addition, after several successive defeats, there was no interest in the Kuomintang's plan at home and abroad, and only a few groups responded at a time.
Chiang Kai-shek, seeing that his methods were ineffective, tried to put forward reactionary slogans and subvert the rule of our party.
He wants to unite all the forces that can be relied on on the mainland, unite various social groups such as industry, agriculture, academia, and businessmen to carry out actions and jointly overthrow the mainland.
Ironically, what Chiang Kai-shek was hoping for did not happen, not only did there be no group response on the mainland, but even the Taiwan authorities did not take concrete action, and in the end they had to fail.
In this way, Chiang Kai-shek's general policy at that time was approaching the deadline for realization, but no progress was made.
In contrast, the mainland region is developing in an orderly manner under the administration of our party, the people live and work in peace and contentment, and social production is in good order.
In 1964, China successfully developed and launched the first atomic bomb, thus becoming a country with nuclear weapons, further enhancing its national strength, and forming a strong deterrent to foreign hostile forces.
Even the United States is so impressed with China's development that there will be no more military conflicts in the coming decades, and this is also a powerful blow to the reactionary forces in Taiwan.
In 1969, following the success of the atomic bomb, Japan successfully completed an underground nuclear test. Interestingly, this year was also of great significance to Chiang Kai-shek.
According to the previous strategy, Chiang Kai-shek's plan would be realized in 1969, but not only was this plan not implemented, but the disparity in strength between the two sides became more and more wide.
Faced with the situation that had been completed, Chiang Kai-shek was still unwilling and wanted to unite his members to formulate a plan.
