In order to speed up the development of old-age meal assistance services, focusing on solving the problems of inconvenience for the elderly at home such as elderly disability and inconvenient mobility, in December last year, the Civil Affairs Bureau, the Municipal Finance Bureau and other five departments jointly issued the "Work Plan for Accelerating the Development of Old-age Meal Services in Beijing". The Programme of Work focuses on 11 measures in five areas. Let's find out!
01Establish a city-wide service platform for elderly care and meal assistance.
Relying on the Beijing pension service network, we will build a pension meal service platform that integrates functions such as supply and demand matching, payment system, service process, real-time statistics, supervision and management, etc., promote the digitalization of pension meal services, enrich the home meal options for the elderly, support meal delivery for the elderly, and realize the accurate matching of supply and demand of pension meal services.
02Build a street (township) pension and meal service network.
Give full play to the role of the street (township) regional pension service center, solve the problem of eating for the elderly nearby, and provide market-oriented catering services for the society.
03Strengthen meal assistance services for the elderly in rural areas.
Relying on carriers such as qualified rural neighborhood mutual aid elderly care service points and rural happy old age post stations, we have set up meal assistance points for the elderly, and widely mobilized party members and cadres, young and healthy elderly people and other groups to actively participate in meal assistance services for the elderly.
04Build a diversified way of providing meals for the elderly.
The service platform integrates the feeding method. Promote the street (township) regional elderly care service center to play the role of the main channel for meal assistance, provide services such as meal ordering, meal preparation, meals, and meal delivery for the elderly at home, support socialized catering platform enterprises to participate in the elderly meal assistance service, and improve the convenience of dining for the elderly.
Traditional outlets radiate the way of feeding. Strengthen the function of elderly care institutions and community elderly care service stations to provide nearby dine-in, meal ordering, and meal delivery services for the elderly, disabled, and handicapped with mobility.
Decentralized feeding methods for social catering enterprises. Encourage and mobilize more social catering enterprises to provide nearby, accessible, rich and diverse meal assistance services, and social catering enterprises that meet the corresponding qualifications can apply to become meal assistance for the elderly.
Collective meal distribution unit chain meal supply method. Implement the service model of "centralized distribution + community meal assistance", establish a centralized distribution mechanism and service network for elderly meals, provide dine-in services for the elderly at home, and provide meal delivery services for the elderly, who are disabled and have difficulty moving.
The dining table for the elderly complements the feeding method. Relying on the dining tables for the elderly in rural areas and the internal canteens of enterprises and institutions, etc., it provides dine-in and meal delivery services for the elderly at home in the surrounding communities, and provides supplementary support for the development of pension meals.
05Standardize the operation and management of pension meal assistance.
Standardize the development of meals for the elderly. Pension meal centers should obtain food business license qualifications or provide meal delivery services, hang unified signs, realize diversified payment, set up tables for the elderly, and encourage qualified meal centers to carry out age-appropriate renovation of dining places.
Improve the best management system. Meals for the elderly must provide a variety of preferential and nutritionally comprehensive discounts for the elderly that are suitable for the dietary characteristics of the elderly.
Standardize the quality management system. Relying on the Beijing pension service network, the whole process and non-inductive supervision of the meal service of the pension meal service are implemented, the inspection and random inspection system and the first supervision mechanism are established, and the pension meal service units are urged to strictly implement the food management and the "six publicity" system such as food sample retention.
What are the main tasks of the city's pension meal assistance this year?
We will make every effort to promote the construction of sub-district (township) regional elderly care service centers, and build no less than 100 new ones in 2024, giving full play to their role as the main channel for meal assistance and leading demonstration.
We will continue to build 300 new meal assistance points for the elderly, so that the scale of the city's elderly meal assistance points will exceed 2,000, and rely on diversified meal assistance methods to build and improve the meal assistance service network covering urban and rural communities, nearby convenience, quality assurance, and sustainable operation, focusing on solving the problem of dining for the elderly who are disabled and have difficulty moving.
Further strengthen the elderly meal assistance service in rural areas. Relying on carriers such as qualified rural neighborhood mutual aid elderly care service points and rural happy old age stations to set up elderly care and meal assistance points, 240 new rural neighborhood mutual aid elderly care service points will be added in 2024, and party members and cadres, energetic elderly people and volunteers will be widely mobilized to actively participate in this work.
