Honggang Branch's Notice on Cracking Down on Rural Gambling Crimes!
In order to effectively maintain social harmony and stability, promote the fight against illegal and criminal gambling activities to achieve good results, continuously purify the rural social atmosphere, and make every effort to create a safe and stable social security environment for rural revitalization, combined with the social security situation and seasonal characteristics of rural areas in our jurisdiction, on the basis of the "Criminal Law of the People's Republic of China", "Public Security Administration Punishment Law of the People's Republic of China" and other relevant laws and regulations, the following notice is hereby given on matters related to cracking down on illegal and criminal gambling in rural areas:
1. It is strictly forbidden for any unit or individual to engage in or participate in illegal and criminal gambling activities in any form, and the public security organs shall severely crack down on illegal and criminal gambling activities and related personnel in accordance with the law, and strictly investigate and punish gambling-related business service venues.
II. The public security organs are to focus on cracking down on the following six types of specific targets:
1) Organizers, operators, profiteers, and backbone gang members of professional casinos;
2) Leaders or active participants in underworld forces gangs that violently protect gambling or "rip off customers" to extort money in gambling establishments;
3) Clearly knowing that others are opening casinos, and providing them with venues, funds, tools, and other conditions, or providing them with assistance such as picking up gamblers, watching the game, accepting bets, exchanging chips, or settling gambling funds;
4) Persons who act as a "protective umbrella" for gambling activities;
5) Key personnel or ex-offenders who have taken gambling as their profession and have participated in gambling and gambling on multiple occasions;
6) Township and township cadres and state public employees involved in gambling.
III. Where the operators and employees of hotels, guesthouses, and other venues organize, participate, shield, or condone illegal or criminal acts related to gambling, or provide information to suspects of gambling violations and crimes, the public security organs will strictly investigate and deal with them in accordance with law.
IV. Where state employees refuse or obstruct the lawful investigation and punishment of illegal and criminal acts involving gambling, or retaliate against informants or witnesses, the public security organs will strictly pursue legal responsibility in accordance with law.
5. Where people voluntarily surrender or participate in illegal and criminal gambling activities under coercion or inducement from others, the public security organs will give a lenient, commuted, or waived punishment in accordance with law.
All sectors of society and the broad masses of the people are welcome to actively report clues on illegal and criminal acts such as gambling, and the public security organs will keep the identity information of informants and witnesses strictly confidential. For the clues provided, if they are verified to be true, they will be rewarded according to the circumstances.
