"Soft connectivity" is an important support for the Belt and Road Initiative. **The general secretary stressed that "it is necessary to take the initiative to connect with high-standard international economic and trade rules, steadily expand the institutional opening up of rules, regulations, management, standards, etc., accelerate the creation of a new highland of opening up, build a new system of a higher-level open economy, and accelerate the construction of a new development pattern." Over the past 10 years, China has actively built a multi-level policy communication and exchange mechanism with co-construction countries and international organizations, promoted the docking of work systems and the coordination of technical standards, and injected "lubricants" and "catalysts" into deepening pragmatic cooperation. The China-Laos Railway, which CCCG participated in, is a key project of the Belt and Road Initiative, which was completed and opened to traffic on December 3, 2021. The China-Laos Railway is the first international railway project to be invested and operated by the Chinese side, and the entire line adopts Chinese technical standards, uses Chinese equipment, and is directly connected to China's railway network. Chinese enterprises have taken the initiative to connect with international advanced rules, taken the lead in formulating more than 100 important international standards such as dredging, hydropower, cranes, etc., promoted the application of the "Belt and Road" national standard information platform, and continuously improved the level of standardization cooperation. Relying on superior products and major projects, CCCG has released English, French, Russian and other foreign versions of China's dredging industry and highway industry standard system, and adopted Chinese standards to build a series of key projects such as the Mombasa-Nairobi Railway in Kenya, the Surabaya-Madura Bridge in Indonesia, and the Kribi Deep-water Port in Cameroon, steadily promoting China's rules, technologies and standards to go global.
Create a new concept and new paradigm of international cooperation. The Belt and Road Initiative adheres to the principle of joint construction, follows market rules through bilateral cooperation, third-party market cooperation and multilateral cooperation, strengthens industrial linkage, optimizes the financing system, and jointly expands new space for development. CCCG joins hands to build national enterprises and jointly explore third-party markets. Promote the "smiley face model" of "one belt smile, all the way to access", coordinate the construction of Malaysia's East Coast Railway, Kuantan Port and Kuantan International Logistics Park, create a "port-railway-park" linkage pattern, and promote win-win development. We will further implement the third-party market cooperation mechanism between China and France, and promote the joint financing of a number of overseas banks to build the modernization and expansion project of the port of San Pedro in Côte d'Ivoire, so as to achieve diversified financing and multi-level capital docking.
Practice the green concept of sustainable development. The construction of the Green Silk Road is an international practice of China's ecological civilization construction concept, which provides a Chinese plan for the joint construction of countries to achieve the Sustainable Development Goals. Chinese enterprises and the co-construction countries have continued to strengthen cooperation in green infrastructure and green energy, established a green and low-carbon development cooperation mechanism, implemented the Green Silk Road Envoy Program, and made positive progress in green and low-carbon development. CCCG has fully implemented standardized management of green construction, strengthened the supply of high-level green and low-carbon technologies, carried out cooperative research on biodiversity conservation, completed more than 1,000 energy conservation and environmental protection technological transformation projects, and built more than 140 green demonstration projects such as Uganda Oilfield Road and Laos Nangong 1 Hydropower Station. In the Ethiopian Riverbank Green Development Project, the riparian wasteland, which is regarded as a "natural garbage dump" by locals, has been transformed into the largest urban complex in Africa, the Friendship Square in Segar Park, which has won universal praise from the international community.
