Qin Yaqing, male, Han nationality, born in October 1953 in Zibo City, Shandong Province, is an international relations theorist, a foreign academician of the Royal Society of Belgium, and a chair professor of Shandong University. He was the president of the Foreign Affairs Academy.

He graduated from the Department of Foreign Languages of Shandong Normal University in 1982 with a bachelor's degree in language and literature.
