Recently, Zhoushan, Shaoxing, Huzhou and other cities in Zhejiang Province, as well as Heilongjiang Province and other places, held intensive institutional reform mobilization meetings after the Spring Festival, focusing on the reform of the administrative law enforcement system.
Taking Zhejiang as an example, He Zhongwei, secretary of the Zhoushan Municipal Party Committee, emphasized the importance of continuing to deepen the reform of the "comprehensive integration" administrative law enforcement system, and realize "one team to manage law enforcement" at the township level by rationalizing responsibilities and integrating resources, aiming to further improve the level of fair and civilized law enforcement and ensure that law enforcement work is more efficient and orderly. The secretary of the Shaoxing Municipal Party Committee, Nuan, proposed to adhere to the linkage of cities and counties, improve the law enforcement system, optimize the law enforcement chain, and build a strong grassroots "one team" to consolidate and deepen the achievements of the "comprehensive integration" reform. In Heilongjiang Province, according to the implementation opinions of the Heilongjiang Provincial Institutional Reform Plan, only two comprehensive administrative law enforcement teams of ecological environmental protection and transportation will be retained at the provincial level, and most of the personnel will be lowered to the grassroots level in the main urban area, so as to improve the efficiency of law enforcement and service quality. At the same time, Wei Lihua, director of the Department of Laws and Regulations of the Ministry of Natural Resources, said in an interview that in accordance with the deployment of the reform of the administrative law enforcement system, many places have integrated natural resources law enforcement into other comprehensive law enforcement teams or decentralized to towns (streets).
Drawing on the experience of Fujian Province, the reform of "one team to manage law enforcement" has been steadily promoted through the "Five Ones" initiative, such as setting up a comprehensive law enforcement agency, publishing a list of empowerment matters, forming a comprehensive law enforcement team, improving the law enforcement operation mechanism, and formulating law enforcement standards and specifications. The specific performance is as follows: townships (streets) set up comprehensive law enforcement agencies, to undertake comprehensive law enforcement powers granted or entrusted in accordance with the law; publish a list of powers to ensure the process of rule of law; Integrate the law enforcement forces and resources of existing stations to enrich the grassroots law enforcement team; Through the establishment of overall planning and the sinking of municipal and county law enforcement forces, we will effectively strengthen the strength of grassroots law enforcement work and achieve full coverage of grassroots law enforcement in the province.
The reform idea of "one team to manage law enforcement" is a major breakthrough in the original decentralized law enforcement model, and its goal is to solve the problems of multiple law enforcement and ineffective law enforcement, improve the efficiency of law enforcement, and enhance the ability of grassroots social governance.
