On February 7, 2024, in order to effectively strengthen the supervision of feed quality and safety, improve the quality and safety of livestock products, and promote the high-quality development of animal husbandry, in accordance with the "Law of the People's Republic of China on the Quality and Safety of Agricultural Products", "Regulations on the Administration of Feed and Feed Additives" and other laws and regulations, the General Office of the Ministry of Agriculture and Rural Affairs issued the "2024 Feed Quality and Safety Supervision Work Plan" (hereinafter referred to as the "Plan").
The work content of the program is divided into seven aspects: feed quality and safety supervision and spot checks, routine monitoring of feed and feed additives products, early warning of feed quality and safety risks, on-site inspection of feed and feed additives production enterprises, feed quality and safety flight inspection, special inspection of feed labels, and special monitoring of "clenbuterol" in the breeding process.
01 Feed quality and safety supervision and random inspection
In 2024, the feed sampling inspection will be carried out by the provincial animal husbandry and veterinary departments. The total number of supervision and random inspection tasks at the provincial level will be the same as in 2023, of which Beijing will increase 50 batches and Hebei Province will decrease 50 batches.
The supervision and random inspection of feed and feed additives covers quality, hygiene, veterinary drugs and illegal additives and other indicators, and requires testing methods, judgment basis and judgment principles. The testing items have changed compared to 2023. Copper, zinc and florfenicol were removed from compound feeds, concentrated feeds and concentrate supplements, dihydropyridine was added, and salinomycin was added to the test items for pig, cattle, sheep and other animal feeds. Copper and zinc were removed from the pet feed test and crude protein and crude fat were added. Dihydropyridine has been added to the test items of feed additives and mixed feed additives.
In 2023, it is mandatory to inspect the production enterprises that find substandard feed products, and appropriately increase the sampling proportion of mixed feed additive manufacturers and other enterprises with greater risks and hidden dangers.

02 Routine monitoring of feed and feed additives
In 2024, the routine monitoring work at the ministerial level will be led and organized by the National Feed Quality Inspection and Testing Center (Beijing). Feed and feed additives samples from the production link, business use link, Internet sales link and breeding link, of which 450 batches of feed and feed additives samples were extracted in the production process, 400 batches of feed and feed additives samples were extracted in the operation and use link, 200 batches of feed and feed additives samples were extracted in the Internet sales link, and 250 batches of ingredient samples were extracted from the breeding link.
Routine monitoring items include mycotoxins, veterinary drugs, illegal additives and other risk factors. The key monitoring objects are mixed feed additive production enterprises and other enterprises with greater risks and hidden dangers, taking into account the operation of stores, Internet sales samples and farm household ingredients.

03 Early warning of feed quality and safety risks
The Ministry of Agriculture and Rural Affairs organizes relevant units to carry out risk early warning of prohibited substances, illegal and prohibited drugs, and unknown additives in the production, operation and use of feed. Samples** include samples collected or purchased from feed production, operation, use and Internet sales platforms, samples collected in the national and provincial feed quality and safety supervision and random inspections, and suspicious feed samples reported by the masses.
Compared with 2023, the 2024 "Plan" clarifies the focus on monitoring endogenous hazards of plant extracts, carries out screening and early warning of risk factors such as prohibited substances, over-the-range use of veterinary drugs, and illegal addition of drugs, and increases the monitoring and early warning of prohibited substances, illegally added drugs, and over-standard use of veterinary drugs in rabbit feed.

04 On-site inspection of feed and feed additives manufacturers
The Ministry of Agriculture and Rural Affairs selects no less than 100 feed and feed additive production enterprises nationwide to carry out on-site inspections on their production license conditions, safety production, raw material management, production line requirements, production process control, product quality control, and product sales.
The inspected enterprises judged by the inspection team to be "high-risk" in quality and safety shall be included in the key inspection and rectification objects of the Ministry of Agriculture and Rural Affairs and animal husbandry and veterinary departments at all levels.

07 Special monitoring of "Clenbuterol" in the breeding process
The Ministry of Agriculture and Rural Affairs selected 8 key provinces to carry out dragnet investigations, focusing on farms with 10-100 beef cattle and 20-200 sheep slaughtered annually, and urine and hair samples were taken for testing; At the same time, organize and carry out special monitoring of stimulant substances that have been banned and prohibited, and conduct special flight inspections on the illegal use of "clenbuterol" in the breeding process according to clues.
