According to the work goal, in 2023, the country plans to start the renovation of old urban communities 530,000, involving 8.65 million households. Towards this goal, all localities will take the transformation of old urban communities as an important practical matter of people's livelihood, pay close attention to construction, increase investment, and key guarantees, and constantly break through the pain points and plugging points.
In recent years, in response to the expectations of the masses, all localities have accelerated the transformation and upgrading of old pipelines such as gas with potential safety hazards, added supporting facilities such as elevators, parking lots, and pocket parks and service facilities such as pension, childcare, and meal assistance according to local conditions, and strived to make up for the shortcomings of the old community in terms of facilities and services, solved a number of "urgent, difficult, and longing" problems that have plagued residents' lives for a long time, and effectively improved the living conditions and living environment of residents.

From the perspective of China's national conditions, home care and community care are still the choice of most elderly people. To improve the service level of home care and community care, it is necessary to create an environment suitable for the elderly in communities and families.
In 2023, the Ministry of Housing and Urban-Rural Development will focus on the basic point of 'safe housing' for the elderly, and actively promote the age-appropriate transformation of residences, communities and cities, including vigorously promoting the installation of elevators in existing residences and building an age-friendly environment. In terms of housing renovation for the elderly, in May 2023, the Ministry of Housing and Urban-Rural Development organized the compilation of the "Guidance Manual for Urban Home Renovation for the Elderly", which adopted an easy-to-understand and first-class approach, and put forward 47 renovation contents and technical points in 7 aspects such as bedrooms and bathrooms, and strengthened the technical guidance for home renovation for the elderly.
In terms of community adaptation for the elderly, we will focus on the transformation of old urban communities, coordinate and promote the construction of barrier-free environment and age-appropriate transformation, build community service facilities such as elderly care and meal assistance, and actively promote the installation of elevators in buildings with conditions. At the same time, all localities will be deployed to carry out major projects in the "14th Five-Year Plan" to improve the level of community barrier-free construction, and continue to improve the barrier-free environment of communities.
In terms of urban adaptation for the elderly, the Ministry of Housing and Urban-Rural Development, in conjunction with the China Disabled Persons' Federation and other departments, has organized the establishment of national barrier-free construction demonstration cities (counties), focusing on the barrier-free level of urban roads, public transportation, public buildings, and the renovation of homes for the elderly with special difficulties, so as to promote the construction of a barrier-free environment and the improvement of the level of adaptation for the elderly through demonstration and creation.
In addition, in December 2023, the Ministry of Housing and Urban-Rural Development released 10 typical cases of housing for the elderly, community for the elderly, infrastructure and public service facilities for the elderly, etc., to guide all localities to learn from them.
