Ping, flat land in the mountains. However, the space is cramped, the land is barren and the people are poor, and "no people are supported". There are more than 500 people in the village, and more than half of them work outside. To go to the county seat, you have to walk 16 kilometers of mountain roads back and forth. The mountain is high and the slope is steep, and the car can't drive in, and the agricultural products can't go out of the mountain and enter the city; The green waters and green mountains on the top of the mountain are also difficult to transform into "gold and silver mountains".
Before the Spring Festival in 1990, 22-year-old Zhan Jiashu took his bags and crossed the mountains to the provincial capital of Hangzhou, where he worked as a plasterer, decorator, taxi driver ......After going around and around for more than 30 years, after settling in Lin'an, Zhan Jiashu took his mother out. "Since then, I haven't been back to the village for the Chinese New Year. The old house in Hujiaping Village has been idle, but the nostalgia locked in the old house often drifts into dreams.
The bigger change began more than two years ago: in 2021, in order to promote the high-quality development of 26 counties in the mountainous area, the province tailored a policy for Chun'an: to accelerate the development of points under the premise of ecological protection. "Hujiaping Village drank the first saliva of Chun'an's exploration of point-shaped development and land supply, and seven or eight acres of land were implemented in the first phase. The relevant person in charge of Wangfu Township said that the village has packaged and revitalized the scattered idle land, and there is no longer no land available. In the same year, Zhejiang also launched the construction of a "new type of assistance community", and included the "new force" of private enterprises into the assistance team. Hujiaping Village, which "has land", and Qi Jinxing, chairman of Binjiang Group, who "wants to do some social undertakings", hit it off.

Is there really such a good thing? Lao Zhan, who loves to be more serious, goes to his hometown almost every other week, "I changed the tires 7 times in half a year, just to 'see is believing'." Seeing that the new road seven or eight meters wide was repaired to the entrance of the village, and the boutique hotel with gray tiles and green trees was gradually taking shape, he made a bold decision: to open a homestay at the door of his home, "look at this posture, this time it can be done." Taking advantage of the renovation of the old house, Zhanjiashu renovated the nine rooms vacated on the second and third floors of the house. In March 2023, the "Cloud B&B" was officially opened, and Zhanjiashu became the first "crab eater" in Hujiaping Village.
I dare to eat "crabs" because I have a bottom in my heart: in terms of tourism resources, the forest coverage rate of Hujiaping Village is 92%, which is a natural oxygen bar, and it was selected into the first batch of "National Forest Villages" list in 2019. "Now there is a big project, the village is famous, the winding road has been widened, and there are no tourists. "Zhan Jiashu roughly calculated, last year's revenue was nearly 200,000 yuan, which was higher than the salary of his part-time job. He knew that "this step is the right step".
After quitting his job in Lin'an, Zhan Jiashu brought his mother and wife back to Hujiaping Village. "The B&B is mainly taken care of by my wife, and I got a job as a security guard at the Genting Taoyuan Hotel, with a salary of more than 3,500 yuan per month. During the Spring Festival this year, the father and son worked overtime together at the door of their homes, and their wages were tripled! Zhan Jiashu said.

The changes brought about by the "new type of community" are far more than just a hotel project that provides "doorstep employment".

The family was eating Chinese New Year's Eve dinner, and Luo Changmu, secretary of the village party branch, came to pay New Year's greetings. In the past, Hujiaping Village was jokingly called by the locals as "the highway winds around the mountains, the old family is two, and there is a dog at the door". It does not lack natural resource endowments, nor does it lack the subjective will to get rich through hard work, but it has always been stuck in place because of the "high mountains and long roads".
The reason why this remote mountain village can realize the transformation from a "hollow village" to a "green, rich and beautiful" is due to the "new type of helping community" co-prosperity model of "first-class guidance, enterprise leadership, village collective participation, and farmers benefiting" explored and innovated in Zhejiang - the close cooperation between the government, enterprises, villages and people, so that the "green assets" of the mountain village can be realized and value-added, and a new development exploration model of mutual benefit and common development will be formed.
The core of this model lies in the effective coupling of "public welfare" and "market" logic. It is not only a practice of capital going to the countryside, but also can promote the deep participation of capital in the future development of the village, and has the ability to be replicated by extension.
In fact, there is not only one "Hujiaping" model for village-enterprise marriage, but also the "Winter Idle Field Joint Farming and Common Prosperity" model piloted by Mingkanghui in Chun'an, and the practice of linking agriculture and benefiting farmers in the 10,000-head sheep farm project in Zitong Town. These models with similar logical cores and different forms of assistance not only allow entrepreneurs to see the spatial path of giving back to the countryside and participating in public welfare, but also let the people see the scenes that can be felt and participated.
