Notes of the two sessions
* The work report proposes to "adhere to the integrated promotion of the construction of a strong country in education, science and technology, and talent, and the integrated deployment and implementation of the innovation chain, industrial chain, capital chain, and talent chain, deepen the comprehensive reform of education, science and technology, and provide a strong impetus for modernization". This not only reflects the in-depth implementation of the "three-in-one" deployment of education, science and technology, and talents in the report of the 20th National Congress of the Communist Party of China, but also demonstrates the ardent expectation for the coordinated development of education, science and technology, and talents for comprehensively promoting the great rejuvenation of the Chinese nation with Chinese-style modernization. Colleges and universities should give full play to the internal consistency and mutual support of education, science and technology, and talents, organically connect, deeply integrate, and promote them as a whole, and continue to deepen the operation mechanism of the "trinity" virtuous cycle of giving priority to the development of education, self-reliance and self-improvement in science and technology, and talent leadership.
The first is to adhere to the high-standing system planning. We should thoroughly implement the strategy of rejuvenating the country through science and education, and strengthen forward-looking thinking, overall planning, strategic layout, and overall advancement of the "three-in-one" of education, science and technology, and talent. Give full play to the advantages of the new first-class system, concentrate on doing great things in an "organized" form, strengthen the complementary advantages of talents, teaching, scientific research and other elements between national laboratories, national scientific research institutions, high-level research universities, and leading scientific and technological enterprises, and jointly produce influential landmark achievements.
The second is to build a high-level innovation platform. Aiming at the major national strategic needs and industrial development needs, focusing on key core technology issues and the development of new quality productivity needs, we will efficiently aggregate high-end innovation resource elements such as talents, scientific research, universities, and leading enterprises, plan ahead and make systematic layouts, and build a national science and technology planning system covering strategy-oriented systematic basic research, frontier-oriented exploratory basic research, and market-oriented applied basic research. Do a good job in the integration and reorganization of high-quality resources such as state key laboratories, and play a leading role in major original innovations. Form a cooperation model of "enterprise main body, leading the market, leading the market, taking the initiative of colleges and universities, and the main force of talents", and promote the collaborative research of key core technologies.
The third is to bring together a team of high-level talents. With large scientific devices, large scientific research projects and other "nesting to attract phoenixes", the formation of a "magnetic field effect", to promote the construction of high-level talent highland and attract and gather talent platform. We will improve the working mechanism of "steady cultivation and introduction" of talents, build "special zones for talents" and "special zones for innovation", build a stage for talents to display their ambitions, smooth the channels for internal education and external introduction of talents, and optimize the environment for the growth of talents.
Fourth, create an atmosphere of high-quality development. Deepen the combination of production, education, research and application, explore the construction of a diversified and full-chain government-industry-university-research cooperation system, strengthen the protection of intellectual property rights, accelerate the transformation of scientific and technological achievements, break the "middle obstruction" that restricts scientific research from innovation output to application of results, and promote scientific and technological achievements from the laboratory to the big market. Deepen the reform of systems and mechanisms, break down the institutional barriers and policy barriers between the education, science and technology, and talent systems, highlight the achievement evaluation orientation with quality, contribution, and performance as the core, and improve the talent evaluation orientation with academic ability, innovation value, and achievement contribution as the core, so as to release the motivation and vitality of development subjects in various fields.
