According to the National Development and Reform Commission, in order to fully implement the spirit of the 20th National Congress of the Communist Party of China, cultivate and strengthen new momentum for green development, and accelerate the green transformation of development mode, recently, the National Development and Reform Commission, together with the Ministry of Industry and Information Technology, the Ministry of Natural Resources, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the People's Bank of China, the State Administration of Financial Regulation, the China Securities Regulatory Commission, and the National Energy Administration, issued the "Green and Low-Carbon Transformation Industry Guidance Catalogue (2024 Edition)" (Development and Reform Environmental Resources). 2024 No. 165, hereinafter referred to as the "Catalogue").
The Catalogue is based on the Green Industry Guidance Catalogue (2019 Edition) and revised in combination with the new situation, new tasks and new requirements of green development. The "Catalogue" is divided into **, including 7 categories of first-level catalogs, 31 categories of second-level catalogs, and 246 categories of ** catalogs. The Catalogue and its explanatory notes clarify the subcategories and specific connotations of energy conservation and carbon reduction industries, environmental protection industries, resource recycling industries, green and low-carbon energy transformation, ecological protection, restoration and utilization, green infrastructure upgrades, green services, etc., providing support for promoting the green and low-carbon transformation of economic and social development, and providing a basis for all localities and departments to formulate and improve relevant industrial support policies.
In the process of application and implementation of the Catalogue, all localities and departments may introduce and improve relevant policies and measures based on the Catalogue according to the development priorities of their respective regions and fields; Formulate and revise detailed catalogs, subdirectories or extended catalogs according to the actual work. Financial institutions are encouraged to provide financial support for projects or activities that meet the requirements of the Catalogue in accordance with the principles of marketization and rule of law.
