Later, when dealing with an internal colleague, I found the same problem.

What I said at the beginning of "reading comprehension skills are not good" is aimed at this situation. When someone asks them a request, they don't understand or understand it, so they make mistakes over and over again.

And "poor expression ability" refers to the inability to express one's own thoughts, and others do not understand what he means.
