Declaration conditions. 1) In 2021, Chuan Jingxin Enterprise Letter 2022 No. 36 was recognized as a provincial-level specialized, special and new small and medium-sized enterprise, and the annual data was updated as required and did not grow into a national-level specialized, special and new enterprise, which can apply for review. Innovative small and medium-sized enterprises within the validity period that have been announced can newly apply for provincial-level specialized, special and new small and medium-sized enterprises.
2) The enterprise has not been entered into the list of abnormal business operations or the list of seriously untrustworthy entities, the products (services) provided are not in the category of state prohibition, restriction, or elimination, and there have been no major safety (including network security, data security), quality, environmental pollution, or other violations of laws and regulations, as well as tax evasion, in the past three years.
3) Meet the criteria for the identification of specialized, special and new small and medium-sized enterprises (see Annex 2).
Application method and process.
1) Enterprise declaration. From February 1, 2024, enterprises will voluntarily apply online on the gradient cultivation platform for high-quality small and medium-sized enterprises, and they need to complete the digital level assessment on the cultivation platform before applying. Newly declared enterprises log in to the enterprise declaration module on the home page and select to declare. The reviewing enterprise jumps to the Enterprise Information Management - Certification Expiration Management page through the Enterprise Review module on the homepage of the platform, and selects the corresponding gradient in the review path to complete the information filling. Enterprises need to complete the "Declaration (Review) Form for Specialized, Specialized and New Small and Medium-sized Enterprises" and upload supporting materials as required (see Annex 1 Supporting Materials, and the total size of the uploaded materials shall not exceed 300m). At the same time, the paper application materials (see Annex 1) shall be submitted to the competent department of small and medium-sized enterprises in the district (city) and county. The deadline for enterprises to apply is April 30, 2024.
2) District (city) and county preliminary review and recommendation. In accordance with the principle of territorial management, the competent departments of small and medium-sized enterprises in all districts (cities) and counties shall conduct a preliminary review of the enterprise application materials and related supporting materials, and submit the recommendation documents, the summary table of the application and recommendation of specialized, special and new small and medium-sized enterprises (see Annex 3), and the paper application materials of specialized, special and new small and medium-sized enterprises to the Municipal Bureau of Economy and Information Technology before May 13, 2024. The Municipal Bureau of Economy and Information Technology shall review and report to the Department of Economy and Information Technology in accordance with the relevant procedures.
3) Review and determination. The Department of Economy and Information Technology organizes experts to review and verify the recommended enterprise application materials and related supporting materials, and if the conditions meet the requirements, the Department of Economy and Information Technology will publicize them, and if there is no objection to the publicity, they will be identified as specialized, special and new small and medium-sized enterprises.
