Recently, the Ministry of Human Resources and Social Security and the Ministry of Finance jointly issued the "Opinions on Promoting Public Employment Services to the Grassroots Level", striving to use 2 to 3 years to build a number of exemplary and leading grassroots employment service outlets, accelerate the formation of a grassroots employment service pattern that is connected up and down, business connectivity, and data integration, and enhance the balance and accessibility of public employment services.
The "Opinions" clarified five key tasks. First, the service outlets cover the grassroots, focusing on the most dense areas, industrial agglomeration areas and other areas, and laying out the grassroots employment service outlets to form a convenient and accessible employment service circle covering urban and rural areas. The second is to serve information at the grassroots level, promote the "big data + iron footboard" service model, publish recruitment information online, promote the effective docking of supply and demand, and support the streets (towns) and communities (villages) to accurately implement employment services and key assistance. Third, the service force sinks to the grassroots level, and the staff of county-level public employment service institutions sink to the grassroots service outlets to carry out employment services, and regularly organize career counselors and public employment and entrepreneurship service experts to provide services at the grassroots service outlets. Fourth, the service model adapts to the grassroots, explores convenient measures such as appointment services, door-to-door services, first-class services, and remote services, and supports grassroots employment service outlets and public employment service agencies to carry out employment services in tandem. Fifth, the service supply supports the grassroots, forms a grassroots employment service supply model with diversified service subjects and diversified service methods, and establishes and improves the first-class purchase mechanism for public employment services.
The "Opinions" require that human resources and social security departments at all levels should adhere to the overall leadership of the party to do a solid job in employment services, and actively coordinate relevant departments to include employment services in grassroots people's livelihood security services, so as to form a joint work force. Strengthen the capacity building of grassroots employment service personnel, and help improve the professional level of public employment services.
