The reason why enterprises and institutions apply for military secrecy qualifications is because enterprises and institutions undertake or intend to undertake secret-related projects or products related to the scientific research and production of first-class equipment. How many levels of confidentiality qualification should I apply for? It is required that the Chinese Academy of Sciences, the relevant equipment contractor qualification examination application acceptance point, the relevant military industrial group headquarters and the project general contractor's confidentiality work organization, and the equipment contractor qualification examination acceptance point for the enterprise and institution to review the confidentiality level of the project or product, and issue a confidentiality qualification level recommendation form that has been stamped with the seal of the issuing unit.
According to Article 15 of the "Identification Measures", the units that can issue a grade recommendation form are divided into four categories:
1.The acceptance points for the examination of applications for the qualifications of equipment contractors announced by the armed forces to the public are generally limited to units that have applied for or already possessed the qualifications for undertaking equipment. Where a non-qualification review applicant submits an application for a recommendation on the level of confidentiality to the acceptance point, the acceptance point may suggest and guide it to apply to the military industrial group company, the general contractor of the project, or the relevant departments provided by laws and regulations.
After the applicant formally submits the application materials for equipment contracting, the acceptance point shall conduct a preliminary review according to the registration form for the preliminary review of the application materials for the qualification examination of the equipment contractor. 2.The Chinese Academy of Sciences and the Military Industry Group Corporation (including the China Academy of Engineering Physics) shall be issued by the confidentiality work agency of the academy and the group headquarters in order to be recognized by the acceptance agency of the administrative department for secrecy.
Mainly including the Chinese Academy of Sciences, China Nuclear Industry Corporation, China Aerospace Science and Technology Corporation, China Aerospace Science and Industry Corporation, Aviation Industry Corporation of China, China Shipbuilding Group, China North Industries Group, China North Industries Group, China Electronics Technology Group, China Aero Engine Group, China Academy of Engineering Physics, the headquarters of these eleven units can directly issue a grade recommendation form.
3.The general contractor of a secret-related project refers to a unit of Party B that has directly signed a contract for a scientific research project with the relevant armament department of the armed forces or a contract for a scientific research project with a military unit authorized by the relevant armament department of the armed forces. (Party B's unit that has signed contracts for equipment ordering, maintenance, equipment manufacturing, equipment procurement, etc. with the above-mentioned departments and units is not the general contractor of the project for the time being.) None of the military units belong to the general contractor of the project. ）
When the general contractor of the project issues a recommendation for the level of confidentiality qualification, it shall clarify whether it is a scientific research and production task or project involving classified equipment, and whether the unit is the general contractor of the project.
The relevant armament departments of the armed forces include: the armament departments of the army, navy, air force, and rocket forces, the aerospace system department, the equipment department of the network system department, the armament department of the armed police force, and the internal organs of the relevant departments of the central military commission organs that perform the duties of the main construction of equipment.
4.For the scientific research and production projects of classified equipment managed by the relevant departments of the relevant departments, the national defense science, technology and industry management departments and other relevant departments (such as the Ministry of Industry and Information Technology) as stipulated by laws and regulations, the competent department of the project may also review the classification level of the project and issue a recommendation on the level of military secrecy qualification. It is mainly the Ministry of Industry and Information Technology, the Bureau of Science, Technology and Industry for National Defense, the Ministry of Education and other departments or units that have the authority to organize and carry out first-class equipment research and production activities.
1.The proposal form shall be issued by the equipment contractor qualification review application acceptance point, the Chinese Academy of Sciences, the military industry group company (including the China Academy of Engineering Physics) headquarters confidentiality work organization, the general contractor confidentiality work organization or the Ministry of Industry and Information Technology and other relevant departments stipulated by laws and regulations, and other departments or units are invalid. 2.Where the general contractor's confidentiality work body fills in the suggestion form, it shall provide supplementary materials such as the contract (declassified) that can reflect the status of the general contractor. If the relevant materials cannot be provided, this recommendation form is invalid. 3.The classification recommendation issued by the acceptance point of the qualification examination application of the equipment contractor is different from the type of this recommendation, and has the same effect as this recommendation form. 4.This recommendation form shall not involve state secrets, and if the project or product name code and other information is secret, it shall be declassified. 5.The address of the scientific research and production (office) site shall be filled in according to the actual site, and if there are multiple scientific research and production (office) sites, they shall be filled in one by one. 6.If you have (proposed) undertaken more than one project task, you only need to fill in the project task with the highest level of confidentiality.
Project ** within the military industrial group.
1.The entrusting party signs a contract of intent with the applicant;
2.The entrusting party shall provide a copy of the confidentiality qualification certificate of the unit;
3.The entrusting party or the applicant unit shall issue a grade recommendation form to the confidentiality work organization of the headquarters of the military industrial group to which the entrusting party belongs.

2.The entrusting party shall provide a copy of the confidentiality qualification certificate of the unit and the identity document of the general contractor (the declassified general contracting contract or the certification document issued by the military), if a copy of the general contracting contract is provided, it shall be declassified because the general contracting contract involves secrets;
