On the evening of March 4, Wang Yongcheng, a deputy to the National People's Congress and vice chairman of the China Disabled Persons' Federation, skillfully typed on a computer for the blind. At this year's National People's Congress and the National People's Congress, he prepared two proposals on improving the construction of the pension service system, attaching importance to the special needs of the disabled and promoting the integrated development of the cause of the disabled on both sides of the Taiwan Strait.

Deputy Wang Yongcheng (center) conscientiously took note of the speeches made by other deputies.

The next day, at the opening meeting of the Second Session of the 14th National People's Congress, Deputy Wang Yongcheng received the country's first Braille version of the work report. Among the nearly 3,000 deputies to the 14th National People's Congress, he is the only one who is visually impaired.

Deputy Wang Yongcheng, Deputy Zhong Jun (left) and Deputy Li Xinghu (right) discussed the work report.

I have been associated with the procuratorate for a long time. Deputy Wang Yongcheng said that as a blind person, he is well aware of the importance of a barrier-free environment to ensure the equal participation and equal development rights of the disabled and the elderly. Therefore, when he learned that the Fujian Provincial Procuratorate had a job to carry out public interest litigation in the field of barrier-free environment, he was very concerned and participated in promoting the construction of the relevant legal system. For example, in May 2023, the Constitution and Law Committee of the National People's Congress (NPC) further listened to Wang Yongcheng's suggestions on ensuring the accessibility of information exchange among the blind during its investigation of the draft law on the construction of a barrier-free environment in Fujian.

Deputy Wang Yongcheng pointed out that the procuratorial organs have carried out public interest litigation for the construction of a barrier-free environment, which has set an example for breaking the dilemma of "Kowloon water control" and strengthening the construction of "love without obstacles". It is hoped that the procuratorial organs' efforts to protect the rights and interests of persons with disabilities will go further, focus on the weak links in the construction of a barrier-free environment, strictly implement the Law on the Construction of a Barrier-free Environment, give play to the role of volunteers for the benefit of the public and the disabled, provide precise services to ensure the accessibility needs of more groups, and promote the development of the construction of a barrier-free environment from "whether it is available" to "whether it is good or not".
