This morning, the press office held a press conference to introduce the progress of promoting the construction of water conservancy infrastructure in the aftermath of the disaster. Chen Min, Vice Minister of the Ministry of Water Resources, said that after the largest basin-wide flood in 60 years in the Haihe River Basin in 2023, the Ministry of Water Resources will make every effort to promote post-disaster recovery and reconstruction work focusing on Beijing-Tianjin-Hebei and other northern regions, accelerate the improvement of the flood control engineering system in the basin, and improve the flood prevention capacity of the basin as a whole. At present, 4,558 of the 5,542 key water-damaged restoration projects have been repaired to ensure that the restoration and reconstruction of water-damaged projects undertaking flood control tasks will be completed with high standards before the main flood season in 2024.
Chen Min said that the National Development and Reform Commission consulted with relevant departments to screen projects, form a list of projects, and issue them in three batches, and jointly issued the management measures for water conservancy projects with additional treasury bonds in 2023 with the Ministry of Water Resources, and organized and guided local classifications to do a good job in the whole process management of the preliminary work of the project, project start-up, construction management, investment plan implementation, project quality and safety, and fund use, so as to ensure that the construction progress of water conservancy projects meets the requirements. At present, 1,488 treasury bond water conservancy projects have been implemented, and 293 have been invested100 million yuan, and the overall progress is smooth.
