On March 1, at the Shanghai Lingang Green Shipping Promotion Conference, the Lingang New Area Green Shipping Industry Alliance was announced. The alliance was jointly initiated and established by the Administrative Committee of Lingang New Area, China COSCO Shipping Group, State Power Investment Corporation, SIPG Group, China Classification Society, and Global Methanol Industry Association.

It is understood that the launch of the alliance aims to accelerate the green and low-carbon transformation of the international shipping industry, promote exchanges and cooperation between the upstream and downstream of the industrial chain, actively participate in the formulation of green new energy standards such as methanol and ammonia and technology research and development, improve the service capacity of green new energy refueling for Shanghai Port, and cultivate a carbon management team with international vision and global vision.

As an open platform and cooperation mechanism, the alliance will adhere to the highest international standards, attract shipping and port enterprises with global influence, green new energy production and preparation enterprises, green fuel filling service enterprises, carbon footprint monitoring and carbon trading institutions, and industry leaders to achieve the layout of the whole industry chain.

On behalf of the industry alliance, Goldwind issued a proposal, calling on relevant units to accelerate the green and low-carbon transformation of the industry and the construction of infrastructure such as bunkering ships and storage tanks, so as to jointly promote the healthy development of the industry. China Marine Gas issued the group standard of "Regulations for Marine Methanol Bunkering", and put forward relevant technical solutions in combination with the relevant planning of Shanghai Port to carry out methanol "ship-to-ship" bunkering. The China Hydrogen Energy Alliance issued the group standard "Evaluation Methods and Requirements for Hydrogen-based Green Fuels", which proposes quantitative standards and evaluation basis for the preparation of green methanol based on green hydrogen. Zhongli Inspection released the first emission reduction assessment model for the green methanol industry chain based on international certification, and established an emission reduction assessment model for the establishment of a whole-process traceable carbon capture, carbon storage, geological storage and carbon substitution balance system.

In addition, the Shanghai Maritime Safety Administration issued the "Measures for the Safety Management of Methanol Bunkering Operations on Water", which clarified the requirements for methanol bunkering technical specifications and the qualifications of management objects, and filled the gap in the management system of domestic marine methanol bunkering operations. Shanghai Port Zhiyuan Fuel, as the first batch of pilot enterprises, was approved to carry out green methanol "ship-to-ship" bunkering services on a pilot basis.

At the conference site, two green new energy production and preparation projects of Future Energy Development (Shanghai) and Shanghai Jiyuan Green Energy were also signed and settled in Lingang.

It is reported that Future Energy Development (Shanghai)**, as the main body of the marketing platform for green hydrogen, green methanol, green ammonia, green aviation kerosene and other green electricity conversion products of Smart Energy Investment (Carbon Asset Management Company), will help the green and low-carbon development of shipping, aviation, chemical, metallurgical and other industries, and is committed to becoming China's first-class and the world's leading provider of comprehensive solutions for green energy and chemical products.

Shanghai Jiyuan Green Energy Co., Ltd. focuses on the production and preparation of green new energy, with an overall planning of 1 million tons for the green methanol production and preparation project, and a production capacity of 250,000 tons for the first three projects, which will provide energy guarantee for the green methanol refueling business of Shanghai Port.

Chen Jinshan, member of the Standing Committee of the Shanghai Municipal Party Committee, Secretary of the Party Working Committee and Director of the Management Committee of the Lingang Special Area, pointed out in his speech that the Lingang Special Area will highlight the internationalization orientation, create a more open and innovative development environment, and focus on the development of high-end shipping services. It will highlight digital empowerment, make greater efforts to explore new models of cross-border data flow, actively participate in the national shipping digital application pilot, deepen the application of blockchain technology in the field of shipping, and empower the transformation and upgrading of the shipping industry; It will highlight the guidance of greening, introduce special policies to support the development of green shipping, vigorously support the development of green shipping industry alliances, accelerate the application of green methanol, ammonia and other new energy in the shipping industry, and accelerate the construction of the whole green shipping industry chain.

It is worth mentioning that the construction of an international shipping supply service system, the improvement of high-end shipping service functions, and the construction of a high-energy global shipping hub are important institutional innovation tasks defined in the overall plan for the Lingang New Area.

The green and low-carbon transformation of the international shipping industry is also the focus of global attention. Previously, in July 2023, the Marine Environment Protection Committee of the International Maritime Organization (IMO) also deliberated and adopted the "2023 IMO Greenhouse Gas Emission Reduction Strategy for Ships", which advanced the net-zero emission timeline from the end of this century to 2050 and set 2030 and 2040 while maintaining the original principles of non-discrimination and non-preferential treatment, as well as the principle of common but differentiated responsibilities determined in the United Nations Framework Convention on Climate Change, the Kyoto Protocol and the Paris Agreement Two indicative checkpoints per year.
