The 2024 ** work report proposes to carry out actions to expand and improve the quality of basic education, and accelerate the high-quality and balanced development of compulsory education and the integration of urban and rural areas. As we all know, the basic public education services provided by basic education have a bearing on the immediate interests and demands of all the people who are most concerned, most direct, and most realistic. Since the 18th National Congress of the Communist Party of China, China's basic education has made great progress, but on the whole, there is still a big gap between the higher expectations and greater pursuit of the people.

To expand high-quality educational resources, it is necessary to clarify the basic intention and promote the strategy. First of all, in terms of basic ideas, we must adhere to high-quality and inclusive and education-oriented. Adhere to the people-centered development of basic education, build a new type of collaborative education supply system around the fundamental issue of "what people to cultivate, how to train people, and for whom to train people", continue to increase the supply of high-quality educational resources, and promote educational equity on a larger scale, higher quality, and deeper level. Effectively transform the strategic decision-making and deployment into development results that can be perceived, experienced, universally benefited and universally recognized by the broad masses of the people, so as to ensure that everyone can enjoy fair development opportunities. Adhere to the education-oriented, solidly implement the fundamental task of cultivating people with virtue, actively promote the "five educations" at the same time, implement high-quality teaching according to aptitude, and create suitable conditions for the full development of students with different personality endowments. Efforts should be made to improve students' moral character and ideological level, and cultivate useful talents who support the leadership of the Communist Party of China and China's socialist system and are determined to fight for the cause of socialism with Chinese characteristics for life. Secondly, in terms of promotion strategy, adhere to policy protection, system escort, and implement systematic promotion. In 2023, the promulgation of policies such as the "Opinions on Building a High-quality and Balanced Basic Public Education Service System" means that a basic consensus has been reached on the guiding ideology and main goals, and an internally consistent and effectively nested promotion strategy has been formed. All localities should implement it well, accelerate the narrowing of educational gaps between regions, urban and rural areas, schools and groups through the optimization of the policy system, and further expand high-quality educational resources and promote educational equity on the basis of high-level popularization.

To expand high-quality educational resources, we need to focus on the core of educating people and explore digital empowerment. The curriculum is the core carrier of education, and the classroom is the main front of education. In the context of the current education reform, it is necessary to implement the national curriculum plan with high quality and strengthen the responsibility for the implementation of the national curriculum policy at all levels to improve the quality of education on a large scale. Through the overall planning of national, local and school-based courses, the quality of curriculum construction and implementation will be comprehensively improved, and a "construction drawing" of high-quality education with distinctive characteristics will be formed. According to the "one school, one policy", formulate a school plan for curriculum implementation, strengthen the effective coordination of local curriculum, school-based curriculum and national curriculum, ensure that the three types of curriculum education are consistent and the content is coordinated, and form a joint force for curriculum education. Strengthen the effective connection and integrated design of after-school services and classroom teaching, and strive to form a new ecology of school education in which after-school services are unified and coordinated and complement each other. Explore digital empowerment, integrate education digitalization into the whole process of basic education and all aspects of education and teaching, accelerate the release of digital education potential, and empower teachers' professional development, students' personalized development, classroom quality improvement, and students' multi-dimensional evaluation. Give full play to the role of data elements, build a comprehensive and more resilient rapid response mechanism for education services, and effectively meet the diverse needs of students. Further optimize the allocation of resources, promote the integrated development of online and offline education, use high-quality digital resources and networks to build different forms, flexible and efficient learning communities, and realize various forms of intelligent learning such as independent learning, advanced learning, and collaborative learning.

High-quality educational resources should be both bigger and better, and being bigger is the premise and dividing them well is the destination. First of all, it is necessary to strictly follow the process and recruit students transparently. Deepen the reform of the examination and enrollment system, strictly standardize the enrollment of the whole process of compulsory education, and divide high-quality educational resources. Establish a fair enrollment mechanism, strengthen the supervision and guidance of the whole process of enrollment work, and strictly supervise the implementation of enrollment policies and work requirements by schools. Improve the sunshine enrollment mechanism for compulsory education, and strictly implement the exemption from entrance examinations and the same enrollment of citizens. Improve the division of school districts and the release of public school enrollment information and early warning mechanisms. Improve the enrollment and training methods of multi-channel and new carriers, deepen the reform of group school-running and school district system, rely on the alliance and group-based school-running model, establish a more inclusive and efficient new carrier of education and diversified admission channels, promote the connection of talent training, and provide students with diversified channels for further education and diversified growth paths.

To divide high-quality educational resources, it is also necessary to extend resources and share results. Gradually realize the full coverage of the establishment of "hand-in-hand" pairing relationships between urban and rural schools, promote the integrated development of urban and rural compulsory education, and support urban and rural compulsory education schools to promote each other and develop together. Actively explore the expansion and extension of high-quality educational resources in various forms, improve the integrated development pattern of urban and rural compulsory education, further narrow the gap between urban and rural areas in education, and promote urban and rural students to share the fruits of high-quality education development through various forms such as study tours. Further expand the service and optimize the selection. Try to provide high-quality "menu-style" after-school services in the school to fundamentally meet the diverse educational needs of students and ensure that students learn, learn and learn well in the school.
