Proposal on accelerating the addition of science education in the "double reduction" of education

Over the past year, schools across the country have been actively exploring an effective way to do a good job in the addition of science education in the "double reduction" of education, and have achieved certain results. Looking at the current situation of primary school science education at this stage, there is still a certain gap between the requirements of integrating the high-quality development of education, science and technology, and talents, which is mainly manifested in the following aspects:

First, the degree of attention is not enough, and there is a phenomenon of not doing anything;

Second, the ratio of science laboratories and experimental resources is insufficient, the imbalance between urban and rural areas and regions is obvious, and the allocation of experimenters is lacking, resulting in the "discounted" experimental effect of students;

Third, the full-time and professional matching rate of science teachers is low, and the stability of part-time teachers is poor, which brings difficulties to the course arrangement and training of school teachers;

Fourth, there is a lack of collaborative education mechanism, and teachers of other disciplines in family, society and school cooperate to cultivate students' awareness of scientific literacy.

Fifth, the professional identity of science teachers is low, which leads to the weak willingness of teachers to take the initiative to teach.

Sixth, there is a lack of support for science teachers' books, which leads to teachers not being able to do it, or even dare not do it.

To that end, I would like to make the following recommendations.

The first is to include the allocation and supply of science and education resources into the first supervision project. Implement bottoming action on the allocation of science and education resources in primary schools in various provinces and cities, and submit a 3-5 year science education resource supply plan to form a task list, and include it in the first supervision project. Science education resources include science classrooms, experimental equipment, experimenters, full-time teachers, and social venues.

The second is to take multiple measures to stabilize and protect the teaching force. In the primary school stage, it is important to stimulate the curiosity, imagination and desire of young people, cultivate their aspirations to serve the country, and stimulate their trip to serve the country. This requires a team of teachers who "love to teach, are suitable for teaching, and are happy to teach". At this stage, the team of science teachers can be enriched and optimized through "on-campus transfer, regional training, and off-campus crowdfunding". At the same time, the initial professional allowance for science teachers and the "continuous teaching award" for part-time teachers have been set up to enhance the professional identity of full-time and part-time science teachers and motivate teachers to continue to engage in primary school science education. When the conditions are ripe, it is recommended that the experimenters be included in the teacher title promotion system.

The third is to establish standards for the development of teachers' scientific literacy. Drawing on the experience of science education in developed countries, the Ministry of Education and the Ministry of Science and Technology have jointly established standards for the development of teachers' scientific literacy, clarified the standards for the breadth and depth of scientific knowledge that science teachers should master, provided guidance and support for the selection and employment of full-time and part-time science teachers in grassroots schools at this stage, and coordinated the promotion of the role of teachers in the field of science education.

The fourth is to compile a series of books to promote the improvement of teachers' scientific literacy. The Ministry of Education, in collaboration with the Ministry of Science and Technology, has set up a professional team of scientists, university professors, and backbone primary school science teachers to compile and develop books that can support and promote the improvement of teachers' scientific literacy. On the one hand, the teacher's book that serves teaching can be paper or a first-class resource to help teachers provide conceptual carriers, improve teaching levels, and enhance teaching thinking. On the other hand, resources such as popular science books suitable for primary school teachers should be developed to promote teachers' independent training. Implement the credit system, and after completing a certain number of credits, you can obtain a certificate and take up a post. Motivate teachers to challenge themselves and take the initiative to establish a quadratic curve of self-development.

Fifth, information technology should be used to empower science education. In the ChatGPT era, today's primary school students are "information natives", and they are naturally interested in modern information technology. Technology itself is a part of science education, and school education should take responsibility for empowering science education with information technology, building the future classroom and support of science education, and stimulating students' creativity and creative evaluation methods. Cultivate students' scientific concepts, scientific thinking, scientific attitudes and scientific attitudes, and create an atmosphere where everyone wants to create and can create with the adaptability evaluation and fault-tolerant mechanism of "one file in a lifetime", and encourages children to be brave and innovative. Schools with the capacity to establish AR and VR learning venues, promote virtual and real education spaces, and support customized training of scientific and innovative talents.
