Cybercrime threats are intensifying, and according to the International Cybercrime Research Report, the global losses caused by cybercrime in 2021 were as high as 5$5 trillion and is expected to reach $10 by 2025At $5 trillion, cybercrime has grown to become the world's third-largest economy in terms of economic size, after the United States and China. The cyberspace security dispute between state actors has constituted a major threat to cyberspace sovereignty, and the continuous attacks on national critical information infrastructure, such behaviors as "cyber destruction" and "network disconnection and service suspension" are not uncommon in international strategic games. The core technology of China's existing network infrastructure is controlled by others, and the foundation of network sovereignty and data security is built on the foundation of others, which is always our biggest hidden danger. Especially under the current confrontation strategy of "small courtyards and high walls" adopted by the United States and its allies, the security situation in China's cyberspace has become more severe.
China urgently needs to carry out original innovation in new network theories and core technologies in network security, establish a secure, independent and controllable network theoretical framework and technical system, and realize the paradigm change of network security. The construction of major scientific and technological infrastructure in the field of cyberspace is of great significance for the construction of original network theories by Chinese scientists, the acceleration of the formation of an independent and controllable technology system in the field of cyberspace, the effective response to cyberspace security threats, the breaking of the monopoly of European and American cyber technology systems, the seizure of cyberspace sovereignty, and the change of China's passive situation of cyberspace security.
The theory of multimodal network environment is a new type of network system that is original in China, which is included in the national key research and development plan of the 13th Five-Year Plan, and has verified the theoretical advancement and technical feasibility. Multimodal network and communication has been listed as one of the four special projects in the field of information technology in the national "14th Five-Year Plan" key research and development plan, and 19 draft standards have been submitted to China, Europe and the International Telecommunication Union. The theory of multimodal network environment is a new type of network system, which breaks the situation that the existing IP network technology dominates the world, through the construction of "network of networks", the creation of "generative network" hierarchical architecture and technical system, the establishment of a unified network infrastructure environment base, the generation of diversified application networks and services with the necessary diversity, the realization of multiple network symbiotic coexistence, independent evolution and change, intermodal security isolation and endogenous security protection, breaking through the original technical system "tear down and restart" update mode defects. In the future, the new network function form will be flexible and efficient, and it can better adapt to the complex and changeable needs of economic and social development. At present, the multimodal network environment has carried out a considerable scale of facility construction and demonstration verification, and at the same time, the China Multimodal Network Technology and Industry Alliance has been established to gather 55 domestic academic and industrial advantageous institutions to create an innovation ecology. It can be said that the conditions are ripe for the construction of major scientific and technological infrastructure in an original multimodal network environment.
Therefore, it is suggested that based on the multi-modal network environment and based on Zhengzhou, Henan, Henan Province, we should give full play to the advantages of Henan's regional hub and build a major scientific and technological infrastructure for the original multi-modal network environment. Specific considerations are as follows:
The first is to incorporate the multimodal network environment into the national major scientific and technological infrastructure construction plan. We will increase investment in resources, integrate international and domestic advantages, and work with China Telecom, China Mobile, China Unicom and other operators to jointly carry out the construction of major scientific and technological infrastructure in the world's leading multi-modal network environment, and further carry out innovation in network theory, technology system and engineering application experiments.
Second, on the basis of the multi-modal parallel network, the pilot test network and the Guangdong-Hong Kong-Macao Greater Bay Area test network, we will further carry out the construction of cross-provincial and cross-operator wide area networks, form a wide range of applications for vertical industries, support the innovation of new network technology systems and large-scale real network applications, and provide independent, controllable, safe and reliable new network guarantees for national strategies and major projects such as "Eastern Data and Western Computing", "Manufacturing Power" and "Digital China".
The third is to establish national multimodal network environment standards and promote the formation of a new international network standard system. Establish a set of network technology systems with Chinese characteristics that do not rely on but integrate existing network systems for the world's future new networks, drive the development of network technology and infrastructure construction in other countries, and provide Chinese solutions for building a community with a shared future in cyberspace.
