Emperor Jiaqing loved Xinjueluo Yanyan.
01 Strange
On the seventh day of December in the 14th year of Jiaqing in the Qing Dynasty (1809), the Department of Guangchu of the Ministry of Internal Affairs.
Early in the morning, Wang Guodong, a construction contractor, happily followed the Ministry of Industry Superintendent Etengyi to the Yamen of the Guangchu Division.
As the only partner designated by Lu Kang, a university scholar and commander of the infantry army, Wang Guodong has always been in charge of all the engineering projects of the infantry army, which has also aroused the enthusiasm of his peers.
However, if a person drinks water, he knows that although the business of the imperial court is good, Wang Guodong is painful and happy, for no other reason, the silver of the imperial court is too difficult to get.
The organizer was urging when he was working, but when it came time to pay, he became a different face, and he was extremely procrastinating. In addition, the projects handled are all large-scale, Wang Guodong is a personal household, after a long time, how can he stand this, looking at the lengthy accounts receivable on the account book, Wang Guodong frowned all day long.
No, he had previously taken over a business from the Ministry of Industry to repair the city wall, but he had not paid the bill, Wang Guodong went back and forth to the Ministry of Industry to ask for many times, and finally asked Lang Yinghe, the Ministry of Works, to open the payment paperwork. Because of this, Eteng Yi led Wang Guodong to the Guangchu Division to settle the silver today.
The attitude of the treasurer of the Guangchu Division was indifferent, but it did not affect Wang Guodong's joy that he was about to get the silver, even if the treasurer didn't take it seriously, Wang Guodong still lay on the account counter and kept asking for warmth, not daring to slack off in the slightest.
Inadvertently, Wang Guodong glanced at another document on the counter with his spare eyes, and when he looked at it, Lao Wang was not calm at all.
This document is also to receive the project money, the project is to repair the Zhenghongqi Manmeng Han Three Banners Barracks and other projects, the total amount of more than 7,800 taels. And the reason why Wang Guodong was so surprised was because the project party A that was written on the document was none other than the yamen, the commander of the infantry army.
Okay, you Lukang, you don't take less money on weekdays, and you say that I will take charge of all the projects of the Yamen by myself, but I didn't think that the dignified scholar would actually be double-faced and stabbed, and I played the trick of secretly crossing Chen Cang, which is simply unreasonable.
Wang Guodong scolded secretly: This matter is not over!
02 Big case
On the seventh day of December in the fourteenth year of Jiaqing (1809), the Yamen of the Ministry of Industry.
In the lobby, Wang Guodong, who was aggrieved, stared at Lu Kang with a resentful look, and Lu Kang was pacing back and forth in the hall at this time, racking his brains to recall the project that Wang Guodong had just mentioned.
Wang Guodong, a business partner, came straight to the door, complaining that he was untrustworthy and contracted the project to others, and Lu Kang was even more confused when he heard it.
After thinking about it, Lu Kang still has no impression of the project Wang Guodong said, could it be that the Ministry of Industry made a mistake? So, the next day, Lu Kang found Yinghe, the waiter of the Ministry of Works, and Chen Xizeng, the left waiter, to verify the matter in person.
I don't know if I don't check, I was shocked when I checked it, and the Ministry of Industry did file this settlement message sent to the Guangchu Division, but after careful comparison by several people, it was found that the seal of the document was more than a cent smaller than that of the Ministry of Industry.
Everyone present gasped, and while they were stunned, they all felt a chill ......down their spines
Portrait of the Qing Dynasty.
Lu Kang, who was impersonated, was extremely angry, so he was extremely efficient, and within two days he successfully arrested six suspects, including Wang Shuchang and Xie Xingbang, and these people were all incumbent or departed scribes of the Ministry of Industry and the Guangchu Division.
Forged the documents of the Ministry of Industry to fraudulently receive silver taels, this is a shocking case, and the chief judge of the Criminal Department is not ambiguous, and immediately interrogates the suspects one by one, and it is a good torture.
After all, they are all weak scholars, how can they stand such torture, and after a while, they will shake out all the charges one by one.
It turned out that the low-level scribes had meager salaries and were living in real hardship, so they met and discussed, and they all thought that forging documents and fraudulently obtaining money was a feasible way. Therefore, everyone immediately divided labor and cooperated, some were responsible for forging documents, some were responsible for engraving fake seals, and some were fake foremen.
The facts of the case surfaced, but all the criminals confessed consistently, and they all claimed that this was their first crime, as the presiding judge, the Minister of Military Aircraft Qinggui and others concluded that this case would never be so simple, even if they agreed to it, the emperor would definitely be sad. Subsequently, the harsher overnight trial kicked off.
After two days of continuous interrogation, the prisoner could not resist it, and finally began to confide in the truth, and more and more similar cases and people involved in the case were found out one after another.
It has been verified that from December of the 11th year of Jiaqing to the date of the case, the main culprits Wang Shuchang, Cai Yongshou, and Wu Yu worked together as accomplices to forge official seals and documents 14 times in three years, and fraudulently received silver, paint, satin and other property from the Department of Household Affairs, the Household Department's Silver Warehouse, Pigment Warehouse, and Satin Warehouse, and defrauded a total of nearly 70,000 taels.
At this point, the truth of the case was revealed to the world, and the whole country was in an uproar.
03 Cycle
December of the 14th year of Jiaqing (1809), the Forbidden City, Beijing.
The suspect's confessions were sent to the imperial city one after another, and the shock that brought Emperor Jiaqing Yan was also a big one. When the shock reached its limit, the Emperor's thunderous wrath ensued.
On December 24, Jiaqing issued an edict denouncing the perpetrators for committing adultery and contempt of the law, and the crime was serious and unforgivable. Wang Shuchang and six others were executed in accordance with the law, and the rest of the people with less serious circumstances were also sentenced to exile.
It was obviously difficult to appease the emperor's anger by only sentencing a few bold scribes, and the Qing Dynasty's rats were not limited to these. The Emperor knew this, and as early as during the trial of the case, he clearly expressed his strong dissatisfaction with the current state of affairs under his command.
In the edict on December 13 in the early days of the case, Jiaqing unceremoniously angrily denounced the relevant ** for negligence: "Recently, the officials of the Ministry of Yamen Hall have not carefully checked all the documents, and the list of causes of action submitted by the Criminal Department last month was wrongly glued. ”
Under the emperor's anger, Fei Chun, a bachelor in charge of the Ministry of Households, the Ministry of Industry, and the Ministry of Internal Affairs, Wang Yide, a scholar of the Ministry of Rites, and Shi Lukang of the University, had to petition for guilt.
Since then, the case has continued to escalate, and Jiaqing's dissatisfaction with the ** involved has also increased day by day. On the 16th, the furious Jiaqing began to punish the first batch of people involved, and the ministers of the Ministry of Internal Affairs, Su Leng'e, Ah Ming'a, and Daxue Shi Lukang, were demoted for negligence.
The day after the case was concluded, Jiaqing issued another edict announcing the punishment decision for all the ** involved: Su Leng'e and Amin A, the officials of the Internal Affairs Bureau, were dismissed; Hubu Tang officials Lu Kang and Dai Quheng were demoted and retained; The Ministry of Industry Shangshu Deying was demoted to Zhishi. In addition, a large number of internal affairs departments, household departments, and ministries of industry were dismissed, demoted, and even exiled, and no less than 100 people at all levels were punished.
In addition to resentment, Jiaqing also made such a serious sigh: "What I really hate is not the repeated deception of the scribes, but the tired play of the ministers and the members of various ministries, and the disadvantages of the court now are nothing more than these four words." If we don't wake up this time, the future trouble will be a hundredfold that of this case. I can only make up my mind to do everything I can, wait for you to change your minds, and continue to assist me to become a generation of masters. ”
Jiaqing seems to have learned from the pain and shows that he is about to make a drastic reform of the bureaucracy, but is this really the case? Unfortunately, the duration of this storm was extremely short-lived.
Due to the large number of cases involved in this case, for a while, the punished ** shouted that they were wronged and begged the court to pardon it at its discretion, and the court was in a boil, so that some government affairs were stagnant. It didn't take long for Jiaqing to bear it, so he issued an edict to grant grace outside the law, and the ** involved was allowed to donate and spend money to avoid disasters.
Well, if you can spend money to solve a problem, is that still a problem? **The big stone in my heart suddenly fell to the ground, and I paid donations to reinstate. Su Leng'e and Ah Ming'a, who were heavily punished in this case, were also promoted a few months later, and a few years later, both were reinstated.
Jiaqing's operation was as fierce as a tiger, and in the end it was just to kill a few scribes, and the real corrupt rats in the court were not only safe and sound, but they were therefore fearless, and the court officials were corrupted.
In fact, after more than 100 springs, summers, autumns and winters, the rule of officials in the Qing Dynasty was already in chaos, so as early as the early years of Jiaqing, some people had the courage to go up and urge the emperor to purge the rule of officials.
Hong Liangji. In the fourth year of Jiaqing, Hong Liangji, the editor of the Hanlin Academy, rebuked directly: "For decades, the officials of the Qing Dynasty have taken ambiguity as their knowledge, weakness as their good intentions, drilling camps as their enterprising steps, and their reluctance as their strategy to serve officials. Those who follow this law have all got everything they want, and the court has inherited the mantle and bowl, and it is firmly knotted and insoluble. ”
Hong Liangji was willing to brave the world's disapproval, exposing the chaos of the late Qianlong period, and directly criticizing the lax national law that led to the lack of fear of national law.
At that time, at the time when Jiaqing overthrew the huge corruption and Shen, Hong Liangji was full of expectations, believing that Jiaqing, who had just achieved pro-government, would be able to sweep away the accumulated disadvantages and make great achievements. But Hong Liangji never expected that what he was waiting for was the emperor's severe reprimand, and then he was charged with arguing about the government and slandering the king, and exiled to Ili.
It is very ironic that Hong Liangji, who has been discouraged and advised, has not been able to return to the temple since then, while the rats of the empire have been able to spend money and donate money repeatedly, and they can sit back and relax.
The emperor raised it high again and again, and then gently put it down, how could the rat die ......
