In the era of digital economy, data sharing and circulation have been continuously strengthened, how should cross-government and enterprise data circulation be carried out? On March 1, the 2nd Yunshan Lunjian Guangzhou Digital Security Conference was held at the Guangzhou International Convention Center. At the conference, Liu Bo, Chief Technology Officer of ANHENG Information, gave a keynote speech entitled "Application and Practice of Privacy Computing and "Data Invoice" in the Data Element Market".

In his speech, Liu Bo first introduced the development of the data element market and the product system of data infrastructure. He said, "The data element market must be safe first." The data security guarantee system, privacy protection, and data encryption run through the whole process of data aggregation, data processing, data circulation, data application, and data operation.
Liu Bo believes that the core and most breakthrough technology in data circulation scenarios is privacy computing. Cross-organizational data circulation requires the construction of a new type of data circulation platform based on privacy-preserving computing. Confidential computing, multi-party secure computing, and federated learning are the main technical paths.
In his speech, Liu Bo shared practical cases of relying on the development and utilization of public data to empower financial services, social governance, transportation, medical and health and other fields. In these cases, the original data is protected and the computational value of the data is released by using the method of "the original data does not leave the domain, and the data is available and invisible". For example, a bank uses a privacy computing platform to integrate public data to create inclusive small and micro loans and other lending products for specific groups and enterprises, making financing services more accurate and effective.
In addition, in response to the current compliance supervision issues of data circulation and data transactions, Liu Bo shared the digital certificate of data compliance circulation - "data invoice". With data invoices as the starting point, we will promote the compliance supervision of the whole process of data transactions, and promote the active embrace of supervision of over-the-counter data transactions. Through the method of data invoice, it solves the pre-transaction verification, in-transaction certificate storage, and post-transaction audit. The data invoice has been issued for the first time at the "China Digital Valley" Hangzhou Summit in the summer of 2023, and has been highly recognized by the Cyberspace Administration of China and other relevant departments. The data transaction activities are registered and stored in an immutable manner, so that the data circulation behavior is "well-documented and compliantly guaranteed", and provides a feasible method and path for the compliance and supervision of the whole process of data.
The conference was guided by the Office of the Cyber Security and Information Commission of the Guangzhou Municipal Committee of the Communist Party of China, the Guangzhou Municipal Government Service Data Administration, the Guangzhou Municipal State Secrets Bureau, and the Guangzhou Municipal Administration for Market Regulation (Intellectual Property Office), hosted by the people of Guangzhou Baiyun District and Anheng Information, and hosted by the Office of the Network Security and Information Committee of the Guangzhou Baiyun District Committee of the Communist Party of China, the Guangzhou Baiyun District Government Service Data Administration, the Baiyun District Bureau of the Guangzhou Municipal Public Security Bureau, and the Pengcheng Laboratory. It is co-organized by Guangdong Digital Security Association, Guangzhou Network Security Industry Promotion Association, Guangzhou Baiyun District Information Development Association, and Guangzhou Okay Information Consulting.
