Grassroots resilience governance is a new governance model, which integrates multiple governance concepts such as social governance, resilient governance, and cooperative governance. Resilient governance focuses on the dominant position of grassroots communities and residents, and improves the efficiency of grassroots governance by stimulating the vitality of residents' autonomy, so as to promote the stability of grassroots communities in their structure, function and relationship in the face of external pressures and risks, and achieve sustainable community development.
First, we need to put the people at the center and improve risk prevention. The goal of grassroots governance is to safeguard the interests of the people, and to improve the resilience of grassroots governance, it is necessary to adhere to the people-centered development philosophy, give more participation rights to multiple subjects, and better realize "prevention before it happens". First of all, it is necessary to make it clear that multiple entities such as **, residents, the private sector, and social organizations are the community of grassroots resilience governance, widely listen to the opinions and suggestions of multiple subjects in the formulation and implementation of risk prevention strategies, and rely on the active participation of multiple subjects to better discover and investigate the risk points of grassroots communities in resilience governance. Secondly, it is necessary to strengthen the capacity building of risk identification and assessment, while improving the risk identification ability of ordinary residents through publicity and training, strengthen cooperation with professional institutions, social organizations and technology development subjects, and introduce professional risk assessment institutions to conduct risk assessment on a regular basis, so as to ensure the comprehensiveness and accuracy of risk identification, and improve the scientific and informatization level of prevention strategies. Finally, it is necessary to strengthen the construction of professional emergency response teams, rely on residents' self-governing organizations, enterprises and non-governmental organizations around the community to build volunteer service teams, scientifically equip and reserve emergency facilities, equipment and materials, and build community forces that can identify, prevent and deal with risk events in a timely manner through regular training and emergency drills, so as to take effective response measures in a timely manner before the occurrence of risk events or in the early stage of their occurrence, and reduce the negative impact of risk events.
Second, we need to lay a solid foundation and improve risk resistance. To improve risk resistance, it is necessary to make multi-dimensional efforts, continuously consolidate the foundation of grassroots governance, establish an emergency response mechanism in line with the actual situation of the region, promote the division of labor and cooperation of various functional departments, act quickly, and fully mobilize the enthusiasm and initiative of multiple subjects to participate in risk management. First of all, it is necessary to strengthen the construction of community cohesion, strengthen the construction of grass-roots party organizations, give play to the vanguard and exemplary role of party members, establish a normalized mechanism for community party members to contact ordinary residents, ensure that grass-roots party organizations can charge ahead in the face of risk events, and promote the formation of a more harmonious and friendly interactive relationship between residents through a variety of community activities, improve community identity, and form a joint force to resist risks. Secondly, it is necessary to establish a cross-departmental emergency command mechanism that can respond quickly to various risk events, coordinate and guarantee the mobilization of various emergency resources across levels, departments and even regions, and maximize the efficiency and effectiveness of resource allocation and use. On this basis, it is necessary to gradually improve the social support network, gather multiple forces and give full play to the unique advantages of different actors in resilient governance. Finally, it is necessary to take more measures to improve the overall level of risk response strategies, while strengthening the training of grassroots staff and community residents and continuously improving their risk response capabilities, it is also necessary to gradually improve the emergency facilities and equipment of grassroots communities through continuous and stable capital investment, and make full use of modern information technology to improve the intelligent level of grassroots emergency management.
Third, we need to make progress while maintaining stability and improve adaptability。First of all, grassroots resilience governance needs to be keenly aware of environmental changes and continuously improve the ability to identify environmental changes, which depends on timely and accurate information support. On the one hand, it is necessary to smooth the information feedback channel, give multiple subjects the opportunity to give feedback and suggestions with the help of information technology, and find out the advantages and disadvantages of grassroots communities in risk response and adaptability construction through rapid and effective information screening and screening, so as to "learn from each other's strengths" in a timely manner. On the other hand, it is necessary to give better play to the role of new technologies, new methods and new equipment, with the help of artificial intelligence and other technical means to better realize the multi-dimensional scenario-based empowerment and data collaboration of grassroots communities, and rely on advanced monitoring equipment and information analysis technology to improve the identification accuracy of environmental changes and provide a reliable reference for scientific decision-making. Second, in the face of a series of changes brought about by risk events, grassroots resilience governance needs to quickly adjust strategies and actions. On the one hand, it is necessary to give grassroots organizations corresponding autonomy at the macro policy level, smooth the channels for policy issuance and information feedback, and promote grassroots organizations and communities to optimize and improve relevant policies and measures in a timely manner. On the other hand, in the process of establishing and improving various emergency plans, it is necessary to ensure that the relevant emergency response mechanisms can respond quickly in the face of environmental changes and adjust them in a timely manner according to the actual situation. Finally, to improve resilience, it is necessary to establish and improve the participation mechanism of residents, and guide community residents to reserve emergency materials and purchase equipment in an appropriate and orderly manner, so as to gradually form a grassroots resilience governance system that combines ordinary and emergency situations and rapid transformation.
Fourth, multi-party mobilization to improve resilience. First of all, from past experience, the follow-up recovery process of various risk events usually requires the best departments at all levels to maintain good interaction between the top and bottom, so as to ensure that public policies can be effectively uploaded and issued and respond to the needs and problems of the grassroots in a timely manner, and the contradictions that may be encountered by the grassroots communities in the follow-up disposal of risk events are resolved as soon as possible, so as to prevent the secondary social problems that may be brought about by them. At the same time, it is also necessary to strengthen cooperation between different functional departments at the same level, rely on the inter-departmental joint working mechanism or the unified coordination of higher-level emergency command departments to ensure information sharing, resource integration, action coordination, reasonable allocation of human, material, financial and other resources, and comprehensively and systematically improve the efficiency of risk event disposal. Second, establishing and improving social mutual aid mechanisms is an important way to improve the resilience of the grassroots. On the one hand, through publicity and guidance and community cohesion building activities, residents' awareness of mutual assistance and community community can be improved, the enthusiasm of the masses can be mobilized, and support can be provided to the best of our ability for the follow-up recovery of major risk events. On the other hand, we should be open and inclusive to welcome social organizations, the private sector and other entities in the region and abroad to participate in the follow-up handling of risk events, and provide necessary assistance in terms of facilities, equipment, and workplaces, so as to provide diversified support for improving the resilience of grassroots resilience governance.
Fifth, brainstorm to improve creativity。First of all, it is necessary to innovate the governance model and improve the efficiency of governance. On the basis of summarizing the experience of the response process of various risk events, and closely focusing on the current situation of economic, social and environmental development, a rapid feedback mechanism for the needs and opinions of multiple subjects is established, so that the best departments and grassroots communities can timely obtain the opinions and suggestions of professional institutions, technical experts and ordinary residents on grassroots governance innovation, give full play to the creativity of multiple forces to optimize and improve the governance mechanism, and promote the faster and better localization of new governance concepts, methods and technologies. Second, it is necessary to create a good atmosphere for innovation. We can improve the innovation awareness of grassroots staff and residents by strengthening the cultivation of innovation awareness, holding various innovation activities, establishing and improving innovation incentive mechanisms, etc., and promote some innovative views, technologies, equipment and working models through various ways such as policy pilots, technology demonstrations, and national participation to have certain "trial and error opportunities". On this basis, we should fully tap and utilize grassroots resources and continuously strengthen investment in resilience governance, so that the deficiencies in grassroots resilience governance can be effectively solved. Finally, it is necessary to establish and improve the dynamic assessment and feedback mechanism of resilience governance, give full play to the role of evaluation experts and professional institutions, timely grasp the opinions and suggestions of multiple subjects on the current resilience governance innovation activities, accurately understand the positive and possible negative effects of various innovation activities, dynamically adjust the specific implementation of various innovation activities, adapt to the rapidly changing internal and external environment, and continuously optimize and improve the overall governance strategy.
