Dai Bing said that in recent times, the South Sudanese authorities have actively carried out preparatory work, promoted the performance of the Election Commission, the Constitutional Review Commission and other institutions, and continued to deploy unified troops, which are obvious to all. China supports all parties in South Sudan in accelerating the implementation of the key benchmarks of the revitalization agreement and the extension of the roadmap, so as to create favorable conditions for the political transition and the holding of the road. It should be noted that ** is the internal affair of South Sudan. At present, South Sudan faces many practical difficulties in promoting political transition and preparation**. The international community should remain patient, fully respect South Sudan's sovereignty and dominance, and refrain from exerting pressure and interfering in South Sudan's internal affairs or forcing a democratic transition. This will not help South Sudan to maintain peace and stability for a long time, but may lead to new instability.
Dai Bing said that the international community and the United Nations Mission in South Sudan (UNMISS) should give priority to supporting the South Sudanese authorities in strengthening security capacity building and shouldering the main responsibility for protecting civilians. It should be pointed out that the embargo has had a negative impact on South Sudan's security capacity building for a long time. The Security Council should heed the calls of South Sudan and African countries and lift sanctions against South Sudan as soon as possible. The international community needs to help South Sudan respond to the humanitarian crisis, reduce the spillover impact of the conflict in Sudan on South Sudan and other neighboring countries, and safeguard common regional security.
Dai Bing said that in recent years, individual countries have been pushing for UNMISS's mandate to expand, including overemphasizing the use of force as a priority means of protecting civilians. This not only interferes with the main responsibilities of the peacekeeping operation, but also exacerbates the strain on the resources of UNMIS. China hopes that the Security Council will push UNMIS to focus on the core functions of peacekeeping operations, and that the relevant mandates will be tailored to the needs and priorities of the countries concerned, so that they can effectively play their role.
