He pointed out that the current cause of traditional Chinese medicine is in a period of great development, but there are still problems in the cultivation of traditional Chinese medicine talents, such as the limited scale of academic inheritance mode, the long talent training cycle, and the imperfect incentive mechanism for high-level talents.
In this regard, Liu Qingquan proposed that first, we should adhere to the connotation of traditional Chinese medicine and innovate the inheritance and development model of traditional Chinese medicine. The theory of traditional Chinese medicine is rooted in the essence of ancient Chinese philosophy and culture, and is the crystallization of the wisdom of the Chinese nation. In the report of the 20th National Congress of the Communist Party of China, it was proposed to "promote the inheritance, innovation and development of traditional Chinese medicine", which led the development trend of traditional Chinese medicine in the next five years. The cultivation of innovative talents in the inheritance of traditional Chinese medicine should adhere to the thinking of traditional Chinese medicine and the foundation of traditional Chinese medicine, carry forward the excellent traditional culture of traditional Chinese medicine, and consolidate the foundation for the growth of traditional Chinese medicine talents. In order to improve the thinking ability of traditional Chinese medicine students, university education should increase the proportion of classical courses of traditional Chinese medicine, such as "The Yellow Emperor's Neijing", "Treatise on Typhoid Fever", "Jin Kui Yaolu", "Shennong's Materia Medica", etc., especially "Shennong's Materia Medica", which few universities implement as a classic course of traditional Chinese medicine education. In addition, it is necessary to strengthen the combination of theory and practice, and integrate teacher education into the whole process of clinical practice teaching. The guarantee of the teacher education system should be carried out from the three aspects of the legal system, the selection criteria and the supporting plan, and the management measures for teacher education should be introduced, the one-to-one teaching mode of teacher education should be broken, and the many-to-one teaching model should be implemented to enrich the theoretical knowledge reserve of the heirs and consolidate the foundation for the construction of high-level talents in traditional Chinese medicine.
The second is to further implement the strategy of strengthening the country with talents, and promote the training project of high-level Chinese medicine leading talents. To strengthen the construction of high-level talents in traditional Chinese medicine, it is necessary for the national, local and traditional Chinese medicine hospitals to vigorously implement the high-level talent project of traditional Chinese medicine according to the actual situation and create a "strong magnetic field" for high-level talents in traditional Chinese medicine. At the national level, we should continue to promote the cultivation of talents with traditional Chinese medicine characteristics, and select a large number of high-level Chinese medicine talents and young talents through the establishment of a national multidisciplinary interdisciplinary innovation team of traditional Chinese medicine, so as to continuously expand the team of high-level talents in traditional Chinese medicine. Talent work should continue to make efforts for a long time, implement the training project of traditional Chinese medicine characteristic talents (Qihuang project), form a reservoir of leading talents in traditional Chinese medicine, and then select traditional Chinese medicine innovation teams, multidisciplinary cross-innovation teams, and promote the implementation of key disciplines, talents, and Western studies and other projects by classification, so as to provide platform support for the cultivation of traditional Chinese medicine talents.
The third is to optimize the training system of traditional Chinese medicine talents and improve the evaluation and incentive mechanism of traditional Chinese medicine talents. Traditional Chinese medicine should change the status quo mixed with the evaluation system of Western medicine, establish independent classification and evaluation standards for high-level talents, and the evaluation index of high-level talents in traditional Chinese medicine should reflect the characteristics of traditional Chinese medicine, and the evaluation subject should be dominated by traditional Chinese medicine, so as to improve the problems of mismatch between labor remuneration and work intensity, and unsmooth channels for talent promotion. Efforts should be made to establish an evaluation system oriented by innovation value, business ability, and performance contribution. Focus on the evaluation of clinical efficacy of clinical talents; Basic talents focus on the evaluation of basic theoretical research and original ability of traditional Chinese medicine; The evaluation of scientific research talents focuses on the ability to explore the laws of diseases, solve clinical problems, and interpret the principles of traditional Chinese medicine with modern science.
