It is recommended that the state implement unified management of the project library and strictly control the filing or approval of "restricted" projects in the "Industrial Structure Adjustment Guidance Catalogue".
At the same time, the threshold for project approval and construction should be raised to curb low-level duplicate construction. New projects need to have the characteristics of high level of science and technology, low resource consumption, low emission of "three wastes", and good economic benefits to meet the requirements of high-quality development.
In addition, accelerate the layout of high-end chemical products in the domestic petrochemical industry. In line with the "stuck neck" imported petrochemical products that cannot be effectively replaced, the relevant departments have organized the construction of a supply and demand platform for import substitution products, established a product research, production and marketing mechanism for terminal consumption, developed engineering plastics and key raw materials that are in short supply in the market, and strived to develop new high-end petrochemical products.
Encourage small and medium-sized petrochemical enterprises to integrate and optimize and replace the production capacity of low-end products through alliances, restructuring, mergers and acquisitions, etc., change the "small and scattered" situation of the petrochemical industry in some areas, and provide support from project loans and taxes at the policy level.
