Multi-link promotion to accelerate the realization of the "dual carbon" goal.

The "dual carbon" goal has become a global consensus, and electrification is an important path to achieve the "double carbon" goal. The development level of power batteries is related to the process of electrification transformation of the automobile industry, but the current standards of power batteries still have problems such as conflicting and insufficient standardization, resulting in increased R&D costs, difficulties in industrial chain coordination, waste of resources and decline in international market competitiveness. Therefore, the standards for charging and swapping are not uniform.

First, the lack of all-solid-state battery standards and other problems, Feng Xingya put forward suggestions such as unifying high-power charging standards and battery swapping standards, and exploring the establishment of an all-solid-state battery standard system.

In recent years, the rapid development of new energy power such as wind power and photovoltaic power in China has promoted the construction of a clean and low-carbon energy system. However, these power generation methods have strong randomness and volatility, and the regulation mode of the traditional power system is difficult to deal with. Coupled with the rapid development of the new energy vehicle market, the difficulty of power supply and demand is superimposed. Electric vehicles can be used as mobile energy storage units, and through integration and interaction with the power grid, large-scale, low-cost, and fast-response distributed energy storage can be realized, providing an effective solution for the balance of supply and demand in the power system. To this end, in order to accelerate the promotion of the two-way interaction between the integration of new energy vehicles and the power grid, Feng Xingya put forward suggestions such as improving the technology and standard system, improving the electricity price and power trading mechanism, and increasing the demonstration application.

Due to the rapid development of new energy vehicles, the attention of fuel vehicles has decreased in recent years. Feng Xingya believes that the role of energy-saving vehicles in achieving the "double carbon" goal cannot be ignored. From the perspective of market development stage, fuel vehicles are still the mainstream of the automobile market for a considerable period of time. In addition, for the country's overall energy strategy, there is a risk that the transition of the automotive industry will be too dependent on a single energy route. As a supplement to new energy vehicles, energy-saving vehicles are a choice that can not only stabilize the foundation of the automobile industry, promote national economic growth, but also contribute to the achievement of the "double carbon" goal and industrial transformation and upgrading. To this end, Feng Xingya suggested that the medium and long-term special planning and support policies for energy-saving vehicles should be introduced as soon as possible, and supporting measures such as taxation and purchase restrictions should be improved, so as to increase positive guidance and improve the social recognition of energy-saving vehicles.

Promote the development of the chip industry and realize the independent and controllable industrial chain.

While the ecological layout of new energy vehicles is making great strides, there are still "stuck neck" problems in the chip industry in key technology fields. The independent and controllable ability of the industry has become a key factor affecting the healthy development of the automobile industry, although many breakthroughs have been made, but there are still many problems to be overcome in the domestic chip industry. In view of the "stuck neck" of the automobile industry, when Feng Xingya attended the meeting for the first time as a representative of the National People's Congress last year, he put forward suggestions to vigorously increase the application rate of domestic chips, accelerate the guidance of industrial transformation from the policy level, and accelerate the improvement of supporting measures for automotive chips. At this year's two sessions, in view of the shortcomings of domestic automotive chip design technology, the overall backwardness of core manufacturing, insufficient chip application coverage and unsound ecology, he also put forward suggestions such as overcoming design shortcomings, improving manufacturing capacity, strengthening vehicle-end applications and improving application support, reflecting the high attention to the localization of chip applications.

Optimize export support policies and take multiple measures to escort cars to sea.

With the wave of electrification and intelligence, the core competitiveness of Chinese auto brands has been continuously improved, and they are actively entering overseas markets. Based on the existing advantages and new tracks, new energy vehicles have rapidly risen to become the leader in the global market. According to data from the China Association of China, China's passenger car exports will be 414 in 202300,000 units, a year-on-year increase of 637%, becoming the world's largest exporter of automobiles.

Automobile exports have become an important engine driving the growth of automobile production and sales, but due to the accelerated follow-up of overseas brands and the complex business environment, automobile exports are still under great pressure, and the state is in urgent need of assistance. For example, the operation mechanism of the whole process of automobile export needs to be optimized, and the supporting services of automobile export need to be continuously improved. Therefore, Feng Xingya put forward suggestions such as promoting international cooperation in the industry, coordinating common export issues, optimizing the export supervision mechanism, strengthening the construction of information and transportation capacity, and taking multiple measures to escort the high-quality development of going overseas.

Clarify the determination of legal liability and accelerate the development of smart vehicles.

Focusing on intelligence, the focus of the second half of the reform of the automotive industry, Feng Xingya also submitted a proposal on amending the relevant provisions of the Road Traffic Safety Law of the People's Republic of China and clarifying the legal liability for intelligent driving, calling for accelerating the high-quality development of intelligent vehicles from the legislative aspect.

At present, China's intelligent driving technology is developing rapidly and the use scenarios are constantly expanding, but there has been no breakthrough in the legislative process, and the disadvantages caused by the lag of the law are gradually emerging. The state plans to realize the large-scale production of intelligent driving vehicles in 2025, and the pilot work of intelligent driving vehicles on the road will also kick off in November 2023.

To this end, Feng Xingya suggested that the "Road Traffic Safety Law of the People's Republic of China" be amended, adding the definition of machine drivers, the division of responsibilities, etc., to achieve a breakthrough in the legal basis of intelligent driving from scratch and from zero to one, and suggested that the research and establishment of a more complete special law on intelligent driving should be accelerated.
