The occupational health and safety management system of the project is divided into four parts: three simultaneous system, safety pre-evaluation system, emergency plan and accident handling, and accident and occupational disease statistical report and treatment system.
1.Three-simultaneity system.
The "three simultaneous" system refers to the implementation of new construction, reconstruction, expansion and construction projects and technical transformation and technology introduction projects in China, and its occupational health and safety facilities must meet the standards stipulated by the state, and must be designed, constructed, and put into production and use at the same time as the main project. Investment in safety facilities should be included in the estimated budget of the construction project. Occupational health and safety facilities mainly refer to safety technology facilities, pollution prevention and control facilities, labor safety and health facilities, occupational disease prevention facilities, etc.
2.Safety pre-evaluation system The pre-evaluation system is based on the content of the feasibility study report of the project, the use of scientific evaluation methods, according to national laws, regulations and industry standards, the analysis of the existence of the project, the types of harmful factors and the degree of danger, hazard, put forward scientific, reasonable and feasible occupational safety and health technical measures and management countermeasures, as the main basis for the preliminary design of the project labor safety and health design and engineering project labor safety and health management, for the first It is used as a reference when the comprehensive production management department conducts audits.
3.Emergency plan and accident handling
1) Emergency plan for production safety accidents The emergency plan is the planning and arrangement of measures to be taken when specific potential events and emergencies occur, and is the action guide for emergency response. The purpose of preparing an emergency plan is to prevent chaos in the event of an emergency, and to take appropriate rescue measures in accordance with a reasonable response process to prevent and reduce the occupational health and safety and environmental impacts that may follow.
