Recently, Huo Qigang, a deputy to the National People's Congress and a member of the Legislative Council of the Hong Kong Special Administrative Region, put forward a proposal on implementing and improving China's working hours and paid annual leave system. He believes that the current implementation of China's working hours and paid annual leave system is not satisfactory, especially the protection of young labor. To this end, he intends to submit a proposal on implementing and improving the system of working hours and paid annual leave, promoting the circulation of the national economy, and improving people's happiness.
In view of the current problems such as "no leave", "no leave" and "dare not take leave", Huo Qigang's suggestions include enforcing policies related to paid annual leave, improving the provisions on violating legal liability, and strengthening the constraints on the implementation of annual leave by enterprises. In addition, he proposed to amend the current Regulations on Paid Annual Leave for Employees to increase the number of paid annual leave days based on length of service to better meet the leave needs of different groups.
Huo Qigang pointed out that improving the system of working hours and paid annual leave is of great significance to improve people's happiness, expand domestic demand, and promote the formation of a virtuous cycle of consumption and investment. However, as far as he knows, some companies have not been able to effectively implement the paid annual leave system, and there are even cases where the standard working hour system is not complied with. He warned that although less or no vacation may increase the profits of enterprises in the short term, it is not conducive to sustainable economic and social development.
In addition, Huo Qigang also pointed out that the connection between the time limit of leave and the length of service in the current annual leave system is too rigid, and the protection of young labor groups is insufficient. In his view, this system cannot fully guarantee the rest needs of young workers, and is not conducive to changing the contradiction between supply and demand in the tourism market and the imbalance between industrial development regions.
In response to the above problems, Huo Qigang proposed a series of solutions, including strictly implementing the provisions of the existing labor law on weekly working hours, strengthening supervision and management, and explicitly prohibiting the cancellation of employees' annual leave unless there are special circumstances. He stressed that the relevant departments should take the implementation of the paid annual leave system as the focus of labor security supervision, and adopt a combination of rewards and punishments to encourage enterprises to comply with relevant laws and regulations.
During the two sessions, Huo Qigang's proposal aims to promote the development of the national economy, enhance people's happiness, and improve the supply structure of the tourism market by improving the working hours and paid annual leave system, so as to promote a healthier cycle of consumption and investment. These suggestions provide useful ideas for many challenges facing China at present, and also provide reference for the formulation of future policies of relevant departments.
