As of December 11, a total of 864 medals have been issued, representing at least 864 university students who have stayed in the snowy plateau for more than five years through the Western Program. This number will increase significantly as the medals are distributed to seven cities, with more than 70% of the volunteers in the city, county, and township.
This program of college students' volunteer service in the western region, jointly implemented by the Youth League, the Ministry of Education, the Ministry of Finance, and the Ministry of Human Resources and Social Security, has turned 20 years old this year. "Service**" is one of the seven special projects.
According to the statistics of the Autonomous Regional Committee of the Communist Youth League, in the past 20 years, a total of 12,877 volunteers have come to serve in Tibet. In the past five years, the retention rate of volunteers in the Western Region has increased by two percentage points. More and more young people are choosing to join the ranks of volunteering, just like the 12 words engraved on the medal: service, root, and construction.
Xu Yanmei was first attracted by the blue sky and white clouds. In August 2014, she graduated from Sichuan University with a major in agricultural and water conservancy engineering, and went to work in a public institution under the Forestry Department of ** Autonomous Region (now the Forestry and Grassland Bureau of ** Autonomous Region), and then was "loaned" to work in the Political and Labor Affairs Department of the Forestry Department.
At that time, the work was treated as a regular employee, and there was no difference because I was a volunteer. Xu Yanmei said that after serving for 2 years, she can participate in the Tibetan examination held by the autonomous region for the special volunteers of the Western Plan. In 2016, she successfully passed the exam.
In recent years, there have been more talents who have passed the retention examination to stay in technical positions, and they have made contributions to the ecological protection of the world. Xu Yanmei said that every year, 5 to 10 volunteers from the Western Plan serve in the Forestry and Grassland Bureau.
According to Xu Yanmei, who is engaged in personnel work, the volunteers and the "old people of the Western Plan" in recent years have the same qualities -- hard-working, down-to-earth and diligent, and today's young people are more versatile, "have new ideas, new ideas, and dare to express themselves".

In July 2021, on the occasion of celebrating the 70th anniversary of the peaceful liberation of the People's Republic of China, the General Secretary of the Autonomous Region requested that the autonomous region should do a good job in the four major events of "stability, development, ecology and strong borders".
In August of that year, the ** Project Office of the Western Region Program implemented the "Strong Border" sub-project within the special project, and selected volunteers with excellent ideological and political quality, strong organizational discipline, physical and mental health, and a spirit of dedication and hardship to serve in border counties. Another reason is that there is now a direct train to Zhou Ni's hometown of Xianyang, Shaanxi. She is an only child, and her parents are too old to go to the Qinghai-Tibet Plateau. In the case of "loyalty and filial piety cannot be both", she found a relatively convenient and "cheap" route home.
At the border, the vastness of the motherland can be measured by the cost of the road and the time it takes to ride.
In the past two years, from Gar County back to Xianyang, Zhou Ni had to take a plane from Ali to Kashgar for transit, and then fly to Xi'an, which took about two days. If she successfully gets to Naqu, she can take a direct train to Xianyang, which takes twenty-seven or eight hours, and the hard seat only costs more than 200 yuan. The air ticket is 2,600 yuan.
That's almost two-thirds of her monthly income. In Alibaba, Zhou Ni received the highest subsidy among the volunteers of the Western Plan - the most difficult four types of districts above 4,500 meters above sea level, and after deducting social security, the subsidy received was 4,001 per month54 yuan.
The subsidy for the Western Plan is shared by the Ministry of Finance and the Ministry of Finance. As of this year, in terms of the special projects of the western plan, the Youth League has coordinated with the Ministry of Finance to allocate 87.6 million yuan of special funds every year.
Volunteering is chosen, and money is not the most important thing. Zhou Ni said that some of the volunteers who came to ** together served in places with lower altitudes, with less subsidies and high local consumption, so there was not much money left every month.
Go to the west, to the grassroots, and to the places where the motherland needs it most. The well-known call of the Western Plan is a true portrayal of the volunteers of the first country. They serve the best and dedicate themselves to the frontier, and they are also growing together with the service objects on the snowy plateau.

Two years later, as a volunteer of the Western Project, Li Siying saw Xiga Zhuoma, who was shy and hiding behind two classmates, the white pagoda that was actually an observation deck, and the small football field with a circumference of about 200 meters.
Gesang Deji, vice principal of Metuo County Complete Primary School and moved Chinese in 2013, told Li Siying that the state now supports Motuo a lot, especially education, children do not lack anything materially, and they need more attention and spiritual companionship from families and relatives.
The children really regarded the young volunteers from outside the mountains as relatives. During recess, whenever Li Siying and several other "volunteer teachers" showed up in the playground, some first- and second-grade elementary school students would rush up and hug them.
Li Siying combs the children's flying messy hair and sews clothes for the children, and the embroidery she learned as a child comes in handy.
Maybe because we are younger and more casual, children are more willing to whisper. Li Siying said that some girls come to her for the first time with their menstrual period and are overwhelmed, and she will help the children handle and teach them how to use hygiene products.
Li Siying worked as an assistant homeroom teacher for a class in the first grade, led science classes in the third and fourth grades, and also did administrative work in the academic affairs office.
Her students come from a variety of ethnic groups, including the Menba, Lhoba, Tibetan, and Han Chinese. Many children are good at singing and dancing, "* can sing and dance as soon as it sounds".
It was these children who made Li Siying finally understand why there were always seniors from the previous research branch who resigned from their jobs in other provinces and cities and returned to Metuo.
I want to paint all the windows on the earth, so that all eyes Xi used to darkness are Xi to light. During her teaching in Metuo, Li Siying often thought of this poem.
She said that although the road to the outside world has been built, it usually takes half a day to get from Motuo to the nearest city, Nyingchi, and the roads are also greatly affected by geological disasters, and many children rarely go out of the mountains.
The children of Motuo stood on the playground and couldn't see the outside when they looked into the distance. She hopes to become a "window opener" for the children through the Western Plan.
