1. Sign a property service contract. Article 15 of the Property Management Services Regulations stipulates the duties of the owners' committee, which includes "signing property service contracts with property management service enterprises selected by the owners' general meeting on behalf of the owners". Article 26 stipulates: "The term of the pre-property service contract may be stipulated;However, if the property management service contract signed between the owners' committee and the property management service enterprise takes effect before the time limit expires, the previous property management service contract shall be terminated. It can be seen that signing a property service contract is the most important thing for the property service company to communicate with the owners' committee.

2. Determine the standard of property service fees. When the fee standard stipulated in the contract is not enough to meet the actual work needs of the property service, it should communicate with the owners' committee and communicate with the owners' general meeting through the owners' committee to appropriately increase the service fee standard. When the fee standard agreed in the contract exceeds the need, the owners' committee also communicates with the property service company to reduce the fee standard. Article 7 of the "Measures for the Administration of Property Service Charges" stipulates that "the property service charges shall be subject to the first guide price ......The specific charging standard shall be agreed in the property service contract between the owner and the property management service enterprise according to the prescribed benchmark price and floating range. The property service charges for the implementation of market-adjusted prices shall be agreed upon by the owner and the property management service enterprise in the property service contract. ”

3. Renewal, collection and use of special maintenance funds. Article 11 of the Property Services Regulations stipulates that: "The general meeting of owners shall perform the following duties: ......4) Decide on the use and continuation of special maintenance funds, and supervise the implementation of ......"As the executive body of the owners' meeting, the owners' committee has important responsibilities in terms of special maintenance funds;When a property service company needs to use maintenance funds for its work, it should first communicate with the owners' committee and then seek the advice of the owners' general meeting through the owners' committee.

4. Convene a general meeting of owners。In accordance with the requirements of the "Regulations of the General Meeting of Owners", the owners' committee shall organize the owners to hold regular owners' meetings and temporary owners' meetings to discuss and decide on relevant matters, including the formulation and revision of the owners' convention, the use of common parts and facilities and equipment in the property area, the order, health and other rules and regulations in the area, the use and renewal of property maintenance funds, and the selection and employment of property service enterprises.

5. The purpose of the management room. Article 38 of the "Property Management Service Regulations" stipulates that "the ownership of property management service premises shall belong to the owner in accordance with the law. Without the consent of the general meeting of owners, the property management service enterprise shall not change the use of the property management service premises". When the property management service company needs to change the use of the property management service room for some kind of work, it must also negotiate with the owners' committee, and if the negotiation fails, the owners' general meeting will decide.

6. Jointly collect the arrears of property services. Article 67 of the "Property Management Service Regulations" stipulates: "If the owner fails to pay the property management service fee within the time limit in violation of the property management service contract, the owners' committee shall urge it to pay within the time limit." ”

7. The operation of the common parts of the property. If a property management service enterprise uses the common parts of the community and the common facilities and equipment to carry out business activities, it must first communicate with the owners' committee to negotiate whether it can be operated, as well as the distribution and use of benefits.

8. The use of property service maintenance. The maintenance and renewal costs of the common parts of the property and the common equipment and facilities shall be paid from the value-added part of the maintenance of the property service, and the specific use plan shall be proposed by the management company and implemented after the approval of the owners' committee.

9. Extra-budgetary management expenditures. In the actual management and operation, there are often some expenditures that are not taken into account when preparing the budget, such as the charge of **, the replacement of maintenance tools (instruments), etc., as long as the extra-budgetary expenditure is submitted to the owners' committee for approval.
