b) Overloading of trucks will be penalized by the platform.
If the network is used to provide freight information services and cargo stowage, it shall not be overloaded and overloaded, and the truck driver shall not be instructed or forced to overload and overload the goods, and the offender will be punished in accordance with the relevant regulations.
3) Untested oversized trucks are not allowed to enter the highway.
Highway management units shall, in accordance with the provisions of the setting up weighing and testing facilities and equipment, shall not be released untested trucks or unqualified overrun trucks into the highway.
Article 55 of the Jiangsu Provincial Road Traffic Safety Regulations, which came into force on January 1, 2024, clearly stipulates that heavy-duty and medium-sized trucks should drive on the right side of ordinary national and provincial highways.
According to the Guangxi Department of Transportation, from January 1, 2024 to December 31, 2026, Guangxi Expressway will fully implement differentiated tolls.
The main contents are as follows:
Toll fees are given to all vehicles paid with ETC95% off;
The implementation of 17 pilot road sections along the border, Lingang, and Jingxi-Napo Expressway connecting the industrial park to implement the first to sixth categories of legal loading trucks (excluding large transport vehicles and special operation vehicles) tolls 85% off;
Continue to stop collecting tolls for vehicles on 7 expressways such as Liuzhai (Qianguijie) to Hechi, and tolls for trucks, bridges and tunnels on highways such as Hechi to Baise, and give a 5% discount on tolls for trucks that are legally loaded at the designated toll stations from Xindu to Wuzhou Highway from 18:00 to 24:00;
Increase toll discounts for new energy trucks that install and use ETC to drive on highways.
On December 26, the Guangxi Zhuang Autonomous Region Public Security Department and the Emergency Management Department of the Department of Transportation issued a notice on the time-limited passage of dangerous goods transport vehicles on Guangxi Expressway in 2024, and decided to implement time-limited traffic measures for dangerous goods transport vehicles on the expressway within the administrative area of Guangxi Zhuang Autonomous Region from January 1, 2024 to December 31, 2024.
A) the dangerous goods in this notice refers to the "road transport of dangerous goods rules" (JT T 617), with **, flammable, toxic, infectious, corrosive, radioactive and other dangerous characteristics of substances or articles.
2) Regular time passage measures. During the time-limited period, from 0:00 to 6:00 every day, dangerous goods transport vehicles are prohibited from passing on highways within the administrative area of Guangxi.
3) Special time passage measures. During the following special periods (New Year's Day, Spring Festival, Qingming Festival, Labor Day, Dragon Boat Festival, Mid-Autumn Festival, and National Day), liquid chlorine transport vehicles for tap water production, fuel, liquefied petroleum gas, and natural gas vehicles for airports and gas (gas) stations, as well as medical oxygen and denatured fuel ethanol transport vehicles are prohibited from 0:00 to 6:00, and can be passed during other restricted periodsThe rest of the vehicles transporting dangerous goods are prohibited from passing.
4) During major public events and important security activities such as the China-ASEAN Expo, if it is necessary to implement corresponding time-limited access measures, the public security organs shall issue a notice to the public in advance.
5) Those who violate the provisions of this circular shall be punished by the public security organs in accordance with relevant laws and regulations. where serious consequences are caused and a crime is constituted, criminal responsibility is pursued in accordance with law.
On December 25, 2023, the Traffic Management Bureau of the Chongqing Municipal Public Security Bureau issued a notice, stating that in accordance with the "Road Traffic Safety Law of the People's Republic of China", "Measures for the Safety Management of Road Transport of Dangerous Goods" and other laws and regulations, combined with the actual situation of Chongqing, it was decided to implement traffic restrictions on key freight vehicles such as dangerous goods transport vehicles on highways during major holidays.
A) the prohibition of dangerous goods transport vehicles management provisions.
During New Year's Day, Spring Festival, Qingming Festival, Labor Day, Dragon Boat Festival, Mid-Autumn Festival, and National Day in 2024, dangerous goods transport vehicles (including dangerous goods transport vehicles holding the "Road Transport Permit for Highly Toxic Chemicals") are prohibited from driving on highways within the administrative area of Chongqing. Vehicles transporting dangerous goods from gas and gas stations in expressway service areas or other emergency support categories may enter and exit the expressway at the nearest time limit after application and approval.
2) Regulations on the management of heavy engineering transport trucks.
In 2024, from 12 o'clock to 22 o'clock on the day before the New Year's Day, Spring Festival, Qingming Festival, Labor Day, Dragon Boat Festival, Mid-Autumn Festival, and National Day holidays, and from 7 to 22 o'clock every day during the holiday, heavy trucks transporting construction materials such as sand, cement, river sand, and construction waste are prohibited from entering and exiting all highway toll stations in Banan District, Nanchuan District, Qijiang District, Wansheng District, and Hechuan District. Engineering transport heavy trucks refer to heavy dump trucks, heavy-duty dump semi-trailers, heavy-duty tank semi-trailers, heavy-duty flatbed semi-trailers and other models that transport construction materials and construction waste.
The notice will be implemented from December 30, 2023 and will be valid until December 29, 2024.
Recently, the state released the latest standard for drunk driving, which will be implemented from March 1, 2024.
a) Stricter. The new national standard divides the amount of ethanol in the blood into three grades, while the old national standard only divides it into two grades.
The new national standard lowers the upper limit of drinking and driving from 50mg 100ml to 20mg 100ml, that is, as long as the blood ethanol content exceeds 20mg 100ml, it is illegal.

The Fujian Provincial Regulations on the Management of Overloading and Overloading of Highway Cargo Transport Vehicles will come into force on January 1, 2024, which stipulates that if the cargo transport vehicles are transported beyond the limit, the comprehensive law enforcement agency of transportation shall order corrections and deal with them in accordance with the following circumstances:
1) If the total mass limit of the vehicle and cargo exceeds 50%, a fine of 500 yuan per ton shall be imposed on the part exceeding the limit, but the maximum shall not exceed 30,000 yuan;
2) If the total mass limit of the vehicle exceeds 20% but does not exceed 50%, a fine of 300 yuan per ton shall be imposed on the part that exceeds the limit;
3) If it does not exceed 20% of the total mass limit of vehicles and goods, and the violation is minor and does not cause harmful consequences, it shall be criticized and educated and shall not be punished;If the harmful consequences are caused, a fine of 200 yuan per ton may be imposed on the part exceeding the limit.
