After discussion, the Ministry of Ecology and Environment and relevant departments formulated the Implementation Rules for the Verification of Voluntary Greenhouse Gas Emission Reduction Projects and Verification of Emission Reductions, which came into effect on December 25. The implementation of this rule is of great significance for promoting the reduction of greenhouse gas emissions and improving the management level of emission reduction projects. The rules clearly stipulate the emission reduction verification procedures and requirements for voluntary greenhouse gas emission reduction projects. First of all, the project owner needs to submit a verification commission to the validation and verification agency and provide relevant information as required. After accepting the entrustment, the verification and verification agency will formulate a verification plan in accordance with laws and regulations, methodology and the needs of verification implementation, set up a verification team, and clarify the purpose, scope and basis of verification. At the same time, the verification team should have the corresponding professional ability to ensure the accuracy and impartiality of the verification work.
During the verification process, the verification team will conduct a document review and on-site review of the project, and conduct a comprehensive assessment of the emission reduction accounting report, project design documents and other materials. Through the review, the compliance of the project implementation and the project design documents, the compliance of the monitoring plan and the methodology and other aspects are preliminarily judged. The validation and verification agency shall also formulate the specific content of the document review requirements based on the characteristics of the project, and clarify it in the implementation rules. In addition, the rules also stipulate a time limit for verification, which shall not exceed 100 days from the date of publication of the emission reduction accounting report to the date of issuance of the verification report. If the review time is extended due to the project owner's failure to submit materials in a timely manner, failure to accept on-site review as planned, failure to respond to rectification requirements as required, etc., it will not be counted.
