In February last year, the first phase of ExxonMobil's Huizhou ethylene project completed the lifting of heavy-duty towers ahead of schedule, and its Daya Bay R&D center broke ground.

In this project, each worker needs to go through a series of training and assessment before entering the construction site. "The training includes 'theory + practice' basic induction training and special training for subcontractors at all levels. Special types of work such as hoisting and scaffolding also need to receive additional training, and can only be employed after passing the expert practical assessment. The construction site is set up on the site, so that the on-site construction personnel can directly scan the code to obtain safety training electronic materials. Zhang Boqiang, safety manager of ExxonMobil Global Project Company, said that everyone from project management to contractors to on-site workers must receive safety training to achieve two-way improvement of safety awareness and safety skills at all levels.
As a world-class chemical complex project with competitive advantages, ExxonMobil Huizhou ethylene project has a large scale and many workers. In order to achieve the safety goal of "no one is injured", ExxonMobil divided the project site into more than 40 areas, each of which is managed in a grid manner, and each grid has a dedicated safety owner. "We post the relevant information of the person responsible for safety in the corresponding area to ensure that the person responsible can be found as soon as there is a safety problem on site. On a huge construction site, it is not easy to manage the safety of tens of thousands of workers from different subcontractors at the same time. To this end, ExxonMobil has partnered with local companies to create an intelligent safety management system, i-Care App, which uses technology to standardize and improve the entire construction process.
According to reports, this app is mainly used by ExxonMobil, contractors, subcontractors, supervisors and on-site construction personnel, which can achieve one-stop closed-loop safety management. The company encourages workers to use the i-care app, guides them to take the initiative to discover and report potential safety hazards, and puts forward suggestions for improvement, and personally participates in the "observation and intervention" of construction safety management, so as to truly realize that "everyone is a safety officer", Zhang Boqiang said. At present, the system has more than 20,000 active users, with a cumulative total of more than 630,000 suggestions.
Emergency rescue teams are stationed on the front line.

From 2022 to 2023, ExxonMobil organized a total of 65 similar emergency drills, each of which had a well-developed plan, sufficient personnel and material preparations, and the management personally participated. Among them, the rescue drills of specific facilities, such as high-altitude facility rescue, confined space rescue and high-altitude confined composite rescue, all simulate the accident scenarios of difficult rescue that may occur in real scenes.
The project is in the construction stage, and the risk of falling from heights and object strikes is high. In order to prevent safety accidents and ensure the safety of workers, ExxonMobil has partnered with the National Hazardous Chemicals Emergency Rescue Team (hereinafter referred to as the "Hazardous Chemicals Rescue Huizhou Team") to provide on-site services including safety emergency training, emergency rescue standby, and daily pre-provision.
The Huizhou team of hazardous chemical rescue sent a team to be stationed at the project construction site. In addition to emergency rescue standby, the team inspected and familiarized itself with various construction areas on the project site every day, and set up corresponding rescue plans for dozens of different scenarios. At the same time, according to the requirements of ExxonMobil, the team also put the key equipment in front of the super-high device under construction.
In the event of a safety accident in the overheight device, the rescue team can quickly arrive at the location and directly use the pre-equipment to carry out the rescue. Liang Haiqiang, captain of the Huizhou team of hazardous chemical rescue, introduced that in June 2023, ExxonMobil specially invited high-altitude rescue experts to provide high-altitude rope rescue skills training for the rescue team.
After training, all members of the hazardous chemical rescue Huizhou team have obtained the "Personal Rope Rescue Technical Certificate", and the high-altitude rescue ability and confined space rescue ability have been improved, becoming the first national hazardous chemical rescue team in the country to achieve full certification.
