In order to implement the "Xinyang City Parking Lot Construction Management Regulations", standardize parking operation and management, and improve the quality of parking services, in response to the problems of low parking supply, lack of charging standards, and single parking service reflected by the theme education and research visits, the Municipal Urban Administration Bureau has repeatedly discussed with the Municipal Development and Reform, Housing and Construction, Market Supervision, Transportation, State-owned Assets Platform Company, as well as the urban management departments, offices, and parking lot operators in the central urban area. On the basis of opinion collection, departmental consultation, public hearing, etc., six trial opinions on improving the quality of parking services in the central urban area were formulated.
In accordance with the principles of planning guidance, leading the way, co-construction and sharing, governance according to law, and convenience and efficiency, the trial opinions answered the questions of how to build public parking lots, how to guide parking fees, how to expand parking services, and how to optimize parking supervision, in order to increase parking supply, activate parking resources, standardize charging behavior, optimize parking management, and create a more orderly, more inclusive, more convenient and safer parking environment.
The trial opinions mainly reflect six aspects: first, strengthen planning and management, strictly implement the general plan and special regulations, make full use of the city's corner land and idle land to develop and construct parking facilities, compile supporting specifications for parking lot facilities, and unify standard management;The second is to develop smart parking, build a smart parking management platform in the central urban area, draw a "map" of parking lots, develop the "Xinyang Parking" APP, and open the functions of "parking inquiry, non-inductive payment, and payment after leaving";The third is the implementation of low-cost charges, public parking lots are free of charge within 1 hour on the same day, more than 1 hour, less than 3 hours are charged by 2 yuan, more than 3 hours, less than 24 hours by 8 yuan vehicles, more than 24 hours according to this standard recalculation, encourage social investment in parking lots with reference to the implementation;Fourth, supporting the policy of increasing income, according to the standard construction of charging facilities, the implementation of the low-price charging policy of the parking lot, allowing the construction of temporary convenience service facilities combined with management and convenience services, according to more than 20 parking spaces, with 20 square meters, with 40 parking spaces, with 40 square meters of standards, led by the urban management department to organize natural resources planning, development and reform and other departments to implement the "one-stop" door-to-door service approval;Fifth, expand the supply of parking, ** departments, enterprises and institutions (outside the secret department) on weekends and holidays to open the internal parking lot to the public free of charge, the parking lot in the community can be staggered to open to the public to provide paid services;Sixth, carry out soft law enforcement, implement a reminder, two warnings, and three penalties for minor parking violations, and educate and remind vehicles of minor parking violations from other places, and educate and punish vehicles that arbitrarily occupy emergency lanes and strictly manage areas according to law.
