Since December 1, the State Administration for Market Regulation's newly revised "Measures for the Supervision and Administration of the Quality and Safety of Edible Agricultural Products Market" (hereinafter referred to as the "Measures") has been officially implemented, in which Article 7 clearly stipulates that the sale of fresh edible agricultural products shall not use lighting and other facilities that cause obvious changes to the true color and luster of edible agricultural products and other sensory characteristics to mislead consumers about the sensory perception of the goods. On the first day of the ban on "fresh lights", the reporter's investigation found that most of the stalls had been removed, and there was no specific standard for the new lamps.
The "fresh lamp" with the effect of "beauty filter" has probably existed in China for more than 20 years. Because it plays a beautifying role in the fresh meat of fruits, it is conducive to creating a sense of freshness of products and promoting sales for merchants. It is misleading to consumers, and the right to know is violated. Therefore, the "Measures" prohibit the "fresh lamp" in order to restore the "true face of Lushan" of food, which not only regulates the market sales behavior, but also protects the rights and interests of consumers, which is worthy of recognition. However, judging from the actual investigation of reporters, there is still a distance between the implementation effect of the "Measures" and expectations.
In July this year, the "Measures" were announced, and then many agricultural product markets took action to govern, either reminding businesses to replace the "fresh lights", or urging merchants to rectify through inspections, which is equivalent to allowing fresh meat and fruits to return to their original color in advance. Regrettably, after the official implementation of the "Measures", there are still some stalls that continue to use "fresh lights".In any case, the "fresh lamp" has not completely disappeared with the implementation of the "Measures", which needs to be paid attention to.
There is another problem worth paying attention to, after some businesses replace the "fresh lamp" with fluorescent lamp, there are frequent customers who suspect that the meat is not fresh, suspecting that it is leftover meat a few days ago, and the customer flow has decreased. This phenomenon is not only due to the fact that some consumers are Xi buying meat under the "fresh lamp", but also because they do not know the true color of fresh meat. In the case of the withdrawal of "fresh lights" from the market, it is also worth thinking about how to reduce the impact on the business of merchants, such as whether the real color of fresh meat can be popularized to consumers, and whether the market of various agricultural products can increase its strength
The more worthy question is that after the ban on "fresh lights", should special standards be formulated for lamps and lanterns facing fresh meat and fruits every day?At present, most of the businesses have replaced fluorescent lamps, and the new regulations have no specific standards for lamps, which may cause confusion among some businesses and do not know what lamps to chooseIt may also lead to some lighting companies playing "edge ball", and launching new products that are beneficial to businesses between "fresh lamps" and fluorescent lamps, which may bring new chaos.
If there is no specific standard for this kind of lamps, I am afraid it will also bring new problems to the regulatory authorities and market managers. Because the concept of fluorescent lamps is broad and there are many types, whether some affect the true color of edible agricultural products, the naked eye may not be able to accurately judge, which will affect the implementation effect of the "Measures". Therefore, it will be more practical to either formulate special standards for lighting facilities for the sale of fresh edible agricultural products, or give specific guidance to provide accurate reference for stall owners to purchase lamps and lanterns, market managers and regulatory authorities to implement supervision.
It is gratifying that after the official ban of "fresh lights", many places have seized illegal cases of "fresh lights", and many first fines have been issued. This shows the determination of the relevant local regulatory authorities to resolutely implement the provisions of the Measures and protect the legitimate rights and interests of consumers. However, the governance of "fresh lights" cannot be anticlimactic, sometimes loose and sometimes tight, but must consistently adhere to the bottom line of the rule of law. It is reported that the use of "fresh lights" can be fined up to 30,000 yuan, which has a greater deterrent effect on small businesses, but the phenomenon of challenging the new regulations cannot be ignored.
Only by conducting a carpet survey of all kinds of markets is expected to completely eliminate the "fresh lamp".
