As early as three or four years ago, some industry experts organized a survey of the transportation of refined oil products in southwest China and put forward suggestions for the construction of refined oil pipelines. Why is the construction of the two pipelines on the agenda at this time?
This is closely related to the pattern of refined oil products in China at that time. In 1999, the refined oil resources in southwest China were very tight, and "it was common to queue for two or three days to add a car of oil."
It's hard to refuel, it's hard to get in the traffic. "At that time, the transportation of refined oil products mainly relied on a railway line from Kunming, Yunnan Province to Maoming, Guangdong Province. When capacity is tight during the peak season, the transportation of refined oil products becomes a problem. Xia Yufei said.
How to balance the imbalance of regional resources?
Jewel in front. Around 1999, China's "South-to-North Water Diversion" and "West-to-East Gas Transmission," two projects of the century that had a bearing on the country's fortunes, were in full swing. Why not build a project in the southwest region to "send oil from the east to the west"?
A number of experts and scholars from different specialties have demonstrated that it is necessary to build a refined oil pipeline in the southwest region to meet the resource needs of the southwest region.
The pipeline is initially planned to be more than 1,700 kilometers, constructed in sections and put into operation in sections, and is planned by Sinopec Investment.
The wind suddenly blows a pool of spring water. As soon as the news came out, many people expressed different opinions. The focus of different opinions is on efficiency and difficulty.
At that time, the aftermath of the Asian financial crisis in 1998 had not completely faded, and international oil prices fell to 10$72 barrel. No one can see hope for a revival in oil prices. At this time, it seems out of place to spend so much money on a pipeline.
As for the difficulty, it's easy to understand.

Let's talk about the Pearl River Delta region. Since the reform and opening up, a new round of industrialization and urbanization in China has taken the lead in kicking off in the Pearl River Delta. This is the most economically active region in China, and every inch of land is valuable.

More than 300 years ago, Xu Xiake recorded the unique karst landforms of the Yunnan-Guizhou region in southwest China in his travelogue. "The cave waterfall lake is secluded and expansive, and the stone tooth stalactites are dangerous. "This unique scenery of different forms and magnificence is an unavoidable trouble in the eyes of the people of the Southwest Pipeline.
In September 2003, after the ignition and welding of the southwest pipeline, the karst landform of Guangxi and Yunnan-Guizhou first gave the South China people of the pipeline network a disadvantage.
The groundwater and hydrological conditions of karst landform are complex, and the permeability of carbonate rocks is very good, and the pores and cracks are fully developed. In this kind of geology, if the drill bit is deviated or the route is not chosen properly, there will either be water gushing or the groundwater will be submerged. Huang Heqing, former manager of the Guangxi project department of the Southwest Pipeline, said.
When selecting the route in the feasibility study stage, they consulted the geological data of all karst landforms along the way, walked through the section of the pipeline step by step, calculated the drill bit drilling trajectory in many aspects, and paid attention to the situation of the drill bit during construction.
The 2,300-kilometer section of the pipeline project from Baise in Guangxi to Wenshan in Yunnan Province was the most arduous and difficult section of the southern route of the Southwest Pipeline at that time. In particular, there is a section of pipeline that is only four kilometers long, and it needs to cross dozens of small rivers, and there is no way to construct it in the rainy season, and the pipeline laying is unimaginably difficult.
After traversing the unpredictable karst landscape, the South China people of the pipeline network faced a second challenge: how to lay a refined oil pipeline on the mountainous area of Guizhou.
Before the construction of the Southwest Oil Products Pipeline, there was no precedent to learn from. Yi Lin, the representative and secretary of the Party Committee of the Central China Company of the State Pipe Network Group, and the former manager of the Yunnan Project Department, recalled the past with emotion: "The difficulties encountered at that time were unimaginable - the quilt was always wet, and I didn't dare to sleep in winter."Not a kilometer of the road is straight, and it is common to be blocked for seven or eight hours when it comes to the marketIn the morning, I took a steamed bun and an egg into the mountain, and I didn't know where to come out ...... at night”

Ande leaned on the sword of heaven and cut the whale across the sea
The South China people of the pipeline network have developed many means of transportation and explored a set of methods for laying refined oil pipelines in mountainous areas. It is a big innovation to use slides, winches, etc. to transport the pipes - wrap the pipes with bamboo skin, and then use the winch to roll them to the place where the pipes are laid.
At that time, some people would ask me why the route was chosen on such a complex terrain. My answer is that there is no better route than this. Xia Yufei said, "From today's point of view, the route selected by the Southwest Pipeline Network is the best line in comprehensive comparison, or even the only line." ”
Although it is the best route, it is still an "impossible route" in the eyes of foreign oil companies such as Intercontinental Oil and Gulf Oil.
The line that the Yunnan project department is responsible for is the last section of this "impossible line". Yilin said: "At that time, we only had one belief that we must not have problems in the last paragraph, otherwise there would be no point in the pipeline ahead." ”
The five members of the Yunnan Project Department, including Yilin, did not make any demands, did not make any excuses, did not talk about any conditions, and worked day and night. "Supposedly, we were very unaccustomed to the local climate and eating habits, but I don't know if we got sick or not, anyway, none of the five of us took sick leave!"Recalling the past, some of the plots began to blur. But he still remembers the enthusiasm that he should have to do it and compare it with other project departments.
This enthusiasm may seem a bit silly to people today. In fact, today's people are not necessarily smarter than the original builders. The difference between the two is that some people keep their debts and contributions to themselves, and the earnings and dividends for the future;Some people keep their enjoyment for themselves and the present, and leave their debts for the future.
In December 2005, the Southwest refined oil pipeline was fully completed.
The local people are very happy. The newspapers referred to the refined oil transported by the pipeline as tap oil. Lai Shaochuan, the main person in charge of the Guangxi branch of the National Pipeline Network Group and the former manager of the Guizhou Project Department of the Southwest Pipeline, said, "Look at the scene of queuing up in front of the gas station in the southwest region to refuel?"That's why we're doing this. ”
Cross the river into the city to meet the challenge

In 1999, when Guangdong Pipeline Design and Research Institute and East China Design and Research Institute were planning for refined oil products in the southwest, in addition to the southwest pipeline, there was also a world-class pipeline that was planned simultaneously. This pipeline is the Pearl River Delta refined oil pipeline that relieves the tension of refined oil products in the Pearl River Delta.
The first phase of the Pearl River Delta refined oil pipeline is 1,150 kilometers long, starting from Zhanjiang, Guangdong Province in the west, to Shenzhen in the east, passing through 11 cities such as Maoming, Yangjiang, Jiangmen, Foshan, Zhongshan, Zhuhai, Guangzhou, Dongguan, etc., with a design capacity of 12 million tons per year and a design pressure of 10 megapascals, which was started in February 2004.
Xia Yufei said: "The reason for planning this pipeline is to take into account that after the Pearl River Delta refined oil pipeline is fully connected, it can be connected with the southwest refined oil pipeline through the Maoming hub station, forming a large inter-provincial refined oil transportation network with fast operation and free adjustment, which greatly enhances the ability to guarantee oil products in Guangdong and southwest China and market regulation and control capabilities." Moreover, because its transmission pipeline network covers the most economically developed area in Guangdong, it is also a hot spot for refined oil consumption, which will effectively break through the bottleneck of refined oil transportation in Guangdong, speed up the circulation of oil products, and reduce transportation costs. ”
Why is the construction of this pipeline world-class?
Because there has never been a product pipeline that passes through such a densely populated area and such a developed water network as the product pipeline in the Pearl River Delta.
Water network excavation pipelines have particularities, and they need the support of steel sheet piles, otherwise the pipes you are digging here may collapse immediately. Coupled with the waiting period and tight investment, it is impossible to use directional drilling on a large scale to solve the problem of laying pipelines in the water network, which is more difficult. Gu Ming, the former manager of the Pearl River Delta refined oil pipeline project management department, said.
Twenty years later, when he recalls the scene of crossing the Pearl River, he still remembers it vividly. The geology of the Pearl River is very complex, with not only rocks but also silt. There are soft and hard geological conditions, which can easily cause the drill pipe to get stuck. Once stuck, the drill pipe is easy to break in the pilot hole. "Sometimes when we encounter complex geological conditions, we may not be able to drill through it for a year or two. When crossing the Pearl River, I spent two months staring at the site, crossing a distance of about 1,570 meters in two months. Gu Ming said.
Dense water networks and complex geology can be overcome by engineering and technical means, but traversing densely populated areas is not just a test of technology.
When the Pearl River Delta pipeline passes through Foshan, Zhongshan, Zhuhai, Shenzhen, Dongguan and Guangzhou, nearly 600 kilometers pass through the city. This means that routing is more difficult and the job site is narrower. "The normal area of the work belt is 12 meters, but in urban areas it is reduced to less than 5 meters, sometimes only the width of a green belt. Construction is much more difficult than in the field. ”
In order not to interfere with the lives of city residents, builders usually choose to work at night. Gu Ming said: "Pipeline operation is like laying optical cables, one is about two kilometers, and there should be no break point in the middle. In order to ensure consistency, we all have to coordinate well in advance. ”
The sword qi spans 30,000 miles, and a sword light chills nineteen states. It is such arduous construction conditions that forged the "iron footboard", "iron shoulder" and "iron backbone" of the South China Iron Army of the pipeline network. In 2005 and 2006, the Southwest and Pearl River Delta refined oil pipelines were completed one after another. In July 2007, it successfully passed the completion and acceptance of safety facilities organized by the State Administration of Production Supervision and Administration, and was successfully put into oil one after another.
A person's life should be spent in such a way that when he looks back, he does not regret that he wasted his time, nor is he ashamed of his inaction. Xia Yufei, who has retired, said: "To be able to participate in such a national key project, we all have a sense of pride in our hearts. ”

Like the South China people who guard their safe operation, these two pipelines silently deliver refined oil to where it is needed, quietly driving changes in people's lives and the local economy. If it weren't for the ice disaster in 2008, people might not have realized what the emergence of these two product pipelines would mean.
In 2008, a once-in-a-century large-scale natural disaster such as low temperature, rain, snow, and ice struck suddenly in southern China.
On January 22, when the people of Guangzhou were immersed in the joy of "not seeing snow for a long time", the atmosphere in the building of the South China Company (then known as Sinopec Sales South China Branch) in Tianhe District, Guangzhou City, was tense.
At 14:25, a rapid alarm suddenly sounded in the central control room, followed by ** bells one after another. Soon, they found that the two incoming lines of the Southwest Oil Products Pipeline, Xiashi Station and Luqiao Station, were frozen and the power outage caused 13 oil transmission stations north of Liuzhou to be suspended. The South China Company immediately reported the situation to the headquarters, activated the emergency plan, and arranged for the resumption of production. The company's main leaders and leaders in charge are in front of the command, and all departments cooperate closely, and the inspection, maintenance and transportation work is in full swing.
With the support of the headquarters, Guangxi Zhuang Autonomous Region**, Guizhou Province** and China Southern Power Grid, power supply was restored at 20:50 and 21:10 at Luqiao Station and Xiashi Station on the same day. Although the pipeline oil transportation has resumed stable production, the majority of cadres and workers still stick to their posts, overcome the harsh environment, and continue to maintain a state of readiness.
At this time, the people of South China did not know that a greater test was waiting for them.
On January 29, Guizhou Province announced a large-scale power outage in the province due to severe damage to the freezing disaster line. The interruption of electricity has brought a series of chain reactions, communication is interrupted, municipal transportation, citizen heating, and factory operations have come to a standstill......To make matters worse, the diesel and gasoline needed for generators to keep essential infrastructure such as hospitals running are running out of stockpiles.
What to do?Feed oil by pipe!
Seeing that the southwest refined oil pipeline could continue to transport oil, Wen Jiabao, the then premier, personally wrote an instruction to the South China Company. On January 30, South China Company established the Freezing Disaster Emergency Rescue Headquarters. Xia Yufei served as the commander-in-chief, and Yang Huiming and Dai Fujun served as deputy commanders. "We predict that the situation is severe, and we must go to the scene to keep an eye on the power restoration of several key oil transmission stations in Guizhou to ensure low-pressure oil transmission. Xia Yufei said.
In the negotiation, life and death are the same, and a promise is heavy.
Xia Yufei caught the last flight before Guiyang Airport was grounded. Since then, all flights and trains to Guiyang have been suspended. Arriving at the airport, Xia Yufei met Premier Wen. The prime minister shook his hand, said nothing, and immediately plunged into their respective battles.
The battlefield was like this: the lighting was all by candles, the bathroom could not be washed for several days, and the food was cold and drunk. "At that time, Secretary Guan Pengcheng called me several times a day, afraid that I would have no food. Later, I was afraid of electricity, so I had to save it. ”
Xia Yufei's first stop was to go to the Guizhou provincial company of China Southern Power Grid to discuss how to supply power to the pump. In the end, they determined that the Guizhou section of the China Southern Power Grid would change the transmission mode from east to west in the past, and reverse the transmission from west to east, so as to ensure that an electric pump of the southwest oil product pipeline can be used every few hundred kilometers, and at the same time reduce the oil volume and increase the pressure to ensure the normal operation of the oil pipeline.
To reduce the number of openings of pipeline pumps, and at the same time ensure the normal transportation of hundreds of kilometers of pipelines, we have been subjected to very high pressure and have been repeatedly calculated. The first is that this has not happened before, and the second is that some pipelines will pass through mountainous areas with relatively large drops. What will happen to the pump reduction, no one has a bottom in their hearts. Once the oil in the pipeline is mixed with oil due to flow rate problems, the consequences are unimaginable. Zuo Zhiheng, manager of the production and operation department of South China Company, said.
I don't care about the feet, I only care about the front. Almost all members of the dispatching room keep an eye on the general control room 24 hours a day, and each oil station strengthens personnel monitoring. Whether it is the headquarters or the oil transmission departments along the 1,350-kilometer line, everyone thinks in one place and works hard to ensure the oil supply in Guizhou, Yunnan and other southwest regions in the event of power outages. "We have calculated that if the southwest pipeline is suspended for five days, the entire southwest region will face a situation where there is no oil available. Xia Yufei said.
The heart goes with the long wind, blowing away the clouds. Like a great wall of steel, the South China pipeline network withstood the ice disaster and the subsequent "5.12" Wenchuan test, highlighting the indispensability of pipeline transportation.
This indispensability is more often manifested in the ordinary.
Unconsciously, the people in the area through which the pipeline passes found that the scene of waiting in line for refueling has gradually decreased, and the tension no longer occurs in winter. The economic outlook of the place and the spiritual outlook of the people have undergone earth-shaking changes.
Tian Zhongshan, general manager of the marketing department of the State Pipeline Network Group and former general manager of the South China Company, said: "The value of the southwest refined oil pipeline is not only a pipeline for transporting refined oil, but also a connecting line for the economy of the southwest region. Overcome obstacles and move forward forever

From 2014 to 2020, South China Company entered a period of rapid pipeline network construction. Yang Kangxin, deputy chief economist and office director of the South China Company, said. The Baise-Kunming, Guiyang-Chongqing, Chongqing-Chengdu, and Yangpu-Haikou sections of the Southwest Pipeline have been put into operation, covering Guangxi, Guizhou, Yunnan, Chongqing, Sichuan and other provinces, autonomous regions and municipalities. "During this period, the builders are no longer on the road, but using advanced pipeline construction technology to move towards a more professional and higher standard. ”
Every inch of pipe is a promise. In countless days and nights of construction, South China Company has maintained the "three zero" record of zero accidents, zero environmental protection incidents, and zero quality accidents.
Every weld will stand the test of time. In the construction of Jiangjin-Jianyang and Zhanjiang-Beihai pipelines, South China Company further strengthened the quality control of pipeline welding, increased investment, and carried out 100% ultrasonic and X-ray testing. In order to reduce welds and further strengthen quality control, the Zhanjiang-Beihai pipeline project took the lead in using 18-meter-long steel pipes, and the utilization rate of long steel pipes exceeded 50%, reducing welds by more than 1 5.
While pipeline builders are expanding their operations, pipeline managers are thinking about how to make existing pipelines that are already at full capacity run more efficiently.
In 2019, South China proposed to expand the annual transportation capacity of the northern line of the southwest pipeline from 8 million tons to 10 million tons.
Capacity expansion means the investment of funds. How can we increase the capacity of the pipeline with the least amount of money?
Lin Wubin, then director of the equipment department of the South China Company, and his colleagues proposed to move part of the pump of the Pearl River Delta pipeline to the north line of the southwest refined oil pipeline after repeated investigations. "The Pearl River Delta region is flat, and the pump doesn't need that much power. Transferring part of it to Guangxi Hechi and other places can give full play to the role of the pump. ”
There is no need to re-purchase equipment, and this major relocation has made the cost of increasing transmission and expansion only electricity and very few installation and handling costs, and the cost will soon be recovered.
