Improve the system and build a multi-linkage space. Complete the special education security system, guide society to establish a scientific outlook on education and talent, and promote the healthy growth of special children. It is necessary to improve the leading linkage system. Adhere to the leading role of special education, implement the main responsibility of the territory, give more support and assistance to the cause of special education, form a linkage system of organic cooperation between the **, the Disabled Persons' Federation, and the school, conduct seamless screening of school-age children with disabilities every year, and track the enrollment situation "point-to-point" to ensure that every school-age child with disabilities receives appropriate education. It is necessary to optimize the social grid support system. It is necessary to unite the efforts of all people to form an integrated joint force of "medical education, health and technology", and build a care and support system of "** schools, disabled persons' federations + civil affairs, hospitals + ** institutions, enterprises + associations", and form a good situation in which the whole society cares about and supports the growth of special children and the development of special education. It is necessary to improve the linkage system of expert committees. Guided by the adaptive development of special students and the needs of their families, we will take the lead in setting up a special education expert committee, build a cross-departmental medical, educational, and health coordination mechanism for education, health, civil affairs, and the Disabled Persons' Federation, and promote in-depth cooperation between medical care, maternal and child health care, child welfare, and first-class institutions and schools.

Strengthen security and create a good environment for educating people. Territorial ** should give priority to ensuring special education, improving the conditions for running schools, supplementing the teaching staff, implementing relevant policies such as funding subsidies. The first is to improve the conditions for running special education schools. It is necessary to coordinate the project funds of all parties, optimize the smart blackboard, expand the demand function room, build digital application scenarios, create skills training bases, upgrade the construction of barrier-free environments and special education resource centers, improve the teaching environment and living conditions, and provide good educational resources for children with disabilities. The second is to ensure special education funding. Rationally use special education subsidy funds to scientifically equip resource classrooms with instruments and equipment, teaching aids, toys, and books and materials for education and teaching, training, etc., to ensure the healthy development of special education. The third is to rationally allocate special teacher qualifications. Territorial ** should increase the supply of special education teachers through multiple channels, fully allocate special education teachers for different school stages and different disciplines, and make overall plans for the allocation of resources within the approved total number of primary and secondary school teaching staff, implement dynamic management, and establish an institutional mechanism of "advance and retreat".

Integrate inclusiveness and build a warm home for special education. Effectively guarantee the equal right of school-age children with disabilities to receive education, promote their sharing of the fruits of social development, and let every child with special needs have the opportunity to shine in life. The first is to create a "warm" special education campus. On the basis of general education, the teaching content of life skills, language ability, behavioral cognition, training and potential development should be appropriately increased to cultivate their social adaptability. Relying on the "Sunshine 121" three-dimensional classroom, the teaching skills training of finger dexterity, grasping accuracy and wrist coordination are carried outFocusing on "3+2+1" student management, the implementation of segmented moral education, the formation of a "three-line and nine-dimensional" education pattern, so that every special child can grow up happily in school. The second is to build a "warm" integration class. It is necessary to establish and improve long-term effective mechanisms for students studying in the same class, ensuring that school-age children with disabilities should be given priority in enrolling in school as soon as possible and in the nearest place, employing methods such as "one-to-one" and "many-to-one" for students studying in the same class, to create a campus cultural environment that promotes the integration of students with disabilities and ordinary students to the greatest extent. The third is to do a good job in "warm" teaching services. On the basis of extensive research, we scientifically plan "who will send", "what to send" and "how to send", and strive to provide suitable soil for students to teach. In view of the characteristics of students with disabilities, the community, neighbors, and parents should work together to formulate a "one person, one case" teaching plan, write a "one-to-one" personalized teaching design, and use love and patience to bring the world's kaleidoscope to the children and integrate it into their hearts.
