On December 7, the Action Plan for Continuous Improvement of Air Quality (hereinafter referred to as the "Plan") was issued. As another important measure to thoroughly implement the decision-making and deployment of the national defense and control battle, it will continue to play a role in guiding and guiding the future prevention and control of air pollution and the "blue sky defense war".
It is worth mentioning that the plan sets the target target period for two years until 2025, which not only highlights the urgency of implementing the emission reduction target, but also indicates that by shortening the action cycle, keeping up with the climate change and prevention and control situation, and reserving more flexibility for policy adjustment.
The plan requires that by 2025, PM2 will be achieved in cities at and above the prefecture level across the country5. The concentration will be reduced by 10% compared with 2020, and the proportion of days with severe pollution and above will be controlled within 1%.Total emissions of nitrogen oxides and VOCs have decreased by more than 10% compared to 2020. Beijing-Tianjin-Hebei and surrounding areas, Fenwei Plain PM25 concentrations decreased by %, PM2 in the Yangtze River Delta region5. The concentration is generally up to standard, and Beijing controls it within 32 micrograms of cubic meters.
The strict emission target is a "stricter" response to the pollution prevention and control situation that has been relaxed and relaxed, and is intended to remind the whole society to always be vigilant against pollution. After all, since the beginning of winter, the heavy pollution weather that has frequently swept the country shows that the overall pollution prevention and control situation this year is not optimistic.
Ma Jun, director of the Center for Public and Environmental Affairs, told the China Economic Times that on the one hand, the weather conditions, unfavorable meteorological conditions and the increase in sand and dust processes have caused abnormal weather conditions that are not conducive to the spread of pollutantsOn the other hand, there is an increase in emissions, such as metallurgy, building materials, petrochemicals and other high-energy-consuming, high-emission industries The output of products increased year-on-year, and pollutant emissions also increased. This has also become a direct factor in the new round of decision-making and deployment of air quality improvement. In Ma Jun's view, the "plan" further strictens emissions and puts forward the goal of continuous improvement of air quality, which is to reiterate the policy requirements of continuing to pay equal attention to economic development and pollution control, and coordinating high-level protection and high-quality development.
The plan proposes to optimize the structure of industry, energy and transportation, promote the green upgrading of industrial products, accelerate the development of clean, low-carbon and efficient energy, and vigorously develop the green transportation system. It is also required to strengthen the control of non-point source pollution and improve the level of fine managementStrengthen the emission reduction of multiple pollutants and effectively reduce the emission intensity.
In Ma Jun's view, the structural deployment and green development requirements around industry and energy are to promote China's economy to embark on the road of circular and green development, and "treat both the symptoms and the root causes" to force the environmental law-abiding subjects to fulfill their law-abiding obligations, "This also depends on the various restraint mechanisms to be played, among them, it is essential to improve the regional air pollution prevention and control coordination mechanism, enhance the ability to monitor and control the atmospheric environment, strengthen the supervision and law enforcement of the atmospheric environment, and improve the legal system environment." He emphasized, "Only by truly establishing an orderly and promising environmental compliance mechanism can we help promote the continuous improvement of the ecological environment." ”
